The Committee invites the carriers to submit any suggestions as to methods of appraising water rights, as to the collection of data pertaining thereto, and as to ways and means in which, this Committee may render assistance to the carriers in the valuation of this property. 8 . Attention is directed to the necessity of arriving at a common measure of the quantity of water in making any comparison of sales, leases or other data, f a r the reason that there are various methods of measuremo&t and- a common measure is necessary in order to make any proper comparison. The Committee requests that in the furnish ing .of any data, the amount of water in question be reduced to a unit of one thousand gallons daily, this to be determined .oh the basis of an average daily yield over a period of one year, over a period of three years, and dpjsing the period o-f'minimum flow.
