Copies are being sent to Mr. James M. Montgomery and Mr. Thomas A. Campbell. None of the ex* hibits referred to in the agreement are attached except the maps because we are not yet able to draw the neees* aary legal descriptions. Surveys are in progress which will enable us to do that. The enclosed draft is not intended to reflect our final ideas as to the form of the agreement because it has not yet been reviewed by various persons in our or* ganisatlon to whom 2 am distributing copies at this time. However it will serve as a starting point for our negotiations.
