4 1 I la connection with the appropriation of water at the time of the drilling of the various wells he shown separately from other capital expenditures made under the same work order* I think this is important so that we can demonstrate to the Commission that large capital expenditures have been made by the Railroad Company for water production facilities which were in no way related to the facilities constructed at the time the various appropriations of water were made* Mr* Allen contends that our filings with the State Engineer do not agree with the information which we placed la the record in I & 3 Docket Iff concerning the capital cost of the Railroad Company facilities. Since returning from Carson City, Mr. Renwlek has reviewed some of the affidavits of completion filed with the State Engineer and finds that they do not purport to show the exact eost of the various wells* They state that "at least" a stated sum has been spent. Mr. Reinhardt has instructed W. W. Johnson, Acting Manager, to review these filings and I have asked Mr. Cory to cooperate with him la obtaining the necessary information. Mr* Carson has undoubtedly told you that Mr. Allen desired detailed information relating to the operation and maintenance expenses and the Las Yagas office expenses shown in the estimated summary of operations of the Water Company for the year 1951 which you prepared at my request, I would appreciate receiving several copies of a detailed breakdown of such expenses. When we have ascertained the faets concerning the statements contained in our filings with the State Engineer and are in position to furnish Mr. Allen with the above information concerning the capital inve stays at of the Railroad Company and the operating expenses of the Water Company, I desire to have Mr. Renwlek and probably a representative of your office confer again with Mr. Allen in the hope of obtaining further relief for the Water Company without Court litigation. £• l, Bennett
