    MINUTES OF THE REGULAR MEERTING OF THE BOARD OF DIRECTORS OF LAS VEGAS VALLEY WATER DISTRICT HELD AT 4:00 P.M., MARCH 30, 1951, AT THE OFFICE OF THE PRESIDENT, 135 SOUTH 4TH STREET> LAS VEGAS, NEVADA. The regular monthly meeting of the Board of Directors of Las Vegas Valley Water District was held at 4:00 P.M., March 30, 1951 in the office of President Campbell, 135 South 4th Street, Las Vegas, “evada. The following Directors were present: President Campbell Vice Pres. Butterfield Secy-Treas. Coulthard Bunch Cashman Miller Underhill Chief Engineer and Manager Clark was also present. There were no Directors absent. The minutes of the meeting of the Directors held on March 7, 1951, and March 26, 1951, stood approved, there having been no corrections or omissions noted by any of the Directors who received copies thereof. President Campbell stated that the events of the week needed reviewing, and in doing so, he felt that the Directors had cleared up the situation with the Colorado River Commission, and that we might hope hereafter that future negotiations would be successful. In his private talk with Governor Russell, the Governor had stated that the Colorado River Commission was most sympathetic to the District and that there appeared to be no reason why the CRC could not enter into a negotiated contract. The Governor said that immediately upon his return to Carson City he would confer with Alan Bible, special counsel for the Commission and clear up legal difficulties, if any, which seemingly might prevent the Commission from contracting with the Water District. The District's counsel will outline the type of contract needed by the District and submit it to the Directors very soon, according to the latest long distance conversation between the President and Mr. Beebe of O'Melveny & Myers. The Directors will meet with the Special Committee of the three Southern. Nevada members of the Colorado River Commission- Cahlan, Strong and Buehler- at 9:30 A.M. on Wednesday, April 4th, 1951, to secure from them a committment as to each of the plan3 presented by the Water District. The allotment of 4 million gallons per day from Henderson for the Nellis Air Base was discussed. Such an amount of water is actually more than the known requirements at the Base. To get a release from the Air Base for this four millions of gallons per day, which will come out of the ten million gallons per day allocated to the Water District, it was the opinion of the Directors that the District would have to extend a pipe line to Nellis Air Base and furnish their needs in water, and re-capture any excess that existed in the allocation for the Base. Director Miller believed that many customers could be picked up between North Las Vegas and the Air Base. Director Miller stated his belief that the 1000 homes at Henderson when put on a water paying status, could carry the burden of whatever the price may be for the pipe line if negotiations for acquisition at $1 fall through.
