I agree.H.C.BUTT? #2, 11-13-1917 Pile 613 I have instructed that the pipe line now be tested from the spring downward until it fails to withstand the pressure. The first 3000 feet from the spring the pipe is not encased in concrete. Over the_ balance of the way it is encased to withstand the action of expansion and contraction, but not with a view of reinforcing it against pressure, for the reason that we thought such protection unnecessary. However, the concrete casing will add something to its strength and we have hopes that we can use the pipe for most of its length. At the lower end we may have to find a substitute We do not find that the workmanship of the contractor in placing the pipe, was faulty, an^ therefore, the expense of repairs must be borne by the company, ihis will add about #2000.00 to the cost of the line. Where the leaks occurred at the joints, they were through fine hair cracks, due either to shrinkage in the cement or expansion of the pipe under pressure. Tests from the spring'downward are now in progress. It may require two or three weeks to complete them I think the Purchasing Agent should take this matter up with thebpipe dealer for explanation.
