Dear Mr, Bennett: In accordance with our recent discussions, I am setting down for your consideration a tentative outline of a study that I shall undertake to make on the Las Vegas Land and Water Company, this study to cover also the wholesaling water facilities under control of the tJnion Pacific Railroad Company, It is my understanding that such study shall be prepared for the purpose of - fa) making available preliminary data for use In preparing an application for filing to the Public Service Commission of Mevada, (b) use in the preparation of a report to be submitted as an exhibit at a public hearing before such Com- Jv mission in support of the higher rates and earnings /|f' gOUght, ;1P|v: Extent and Scope of Study It is ay further understanding that such investigation and report shall include « (a) The development of a Results of Operation study, made up of » 1 1, Rate base figures upon which the fair rata of return will be sought, 2* An estimate of operating revenues, 3.
