"Affirmative action" plans are goals not quotas. Each employer who has 15 or more employes must comply with the mandates of the 1964 Civil Rights Act, as amended, which calls for the hiring and promotion of women and minorities in proportion to their current representation in the population or workforce (city, county, state or nation). The chief executive should issue a firm statement of personal commitment, legal obligations and the importance of equal employment opportunity as a business goal. He or she should assign specific responsibility and accountability to every executive and manager. The statement should include but not necessarily be limited to these elements: - Commitment to equal employment opportunity for all persons regardless of race, creed, color, sex, national origin or age. - Requirement of special affirmative action throughout the company to overcome effects of past discrimination. - Requirement for goal-setting programs with measurement and evaluation factors similar to those of other major company programs. Many plans are not successful and ability to work with others in the company to achieve them. Internally, managers and supervisors should be fully informed by a written communication for the chief executive, inclusion of theaffirmative action plan in company operations manuals, special meetings scheduled regularly to discuss the program, their individual responsibilities, and review prograss and educational materials and training sessions to communicate legal requirements for Affirmative Action.
