An Ordinance Relating to the Obstruction of Streets, sidewalks, Alleys and Crossings in the City of Las Vegas. The Board of Commissioners of the City of Las Vegas, do ordain as follows: Section 1. That any person, firm or corporation who shall in any manner obstruct any of the sidewalks, streets, alleys or crossings of this City with boxes, barrels, lumber or other article, by leaving the same on said sidewalk, or in any street, alley or upon any crossing for more, than four hours, without first obtaining a permit so to do from the Board of City Commissioners; or shall lead, ride or drive any horse, mule, cow, or oxen upon any sidewalk of said City, or shall step with or leave, any horse, mule, oxen, cart, carriage or wagon or other vehicle upon any sidewalk, or regular crossing over any street or alley in said City so as to obstruct such sidewalk, crossing or alley, shall be deemed the author of a nuisance, and upon conviction be fined in a sum of not less than five nor more then twenty five dollars for each offence, and twenty dollars additional for every twenty four hours that any such obstruction shall be continued after the first conviction or notice from the City Marshal or commissioner of Streets and Public property to remove the same, providing that when a building is to be ejected, the necessary material to construct that same may occupy so much of the street or alley in front of the sidewalk before such building as shall not exceed one fourth of the width of such street or alley for a reasonable time, not exceeding sixty days, unless by special permit: of the Board of Commissioners of the City and provided further that all such obstructions by material provided herein to be permitted shall be unlawful unless during the night time the person, firm or corporation maintaining such obstruction shall provide and maintain thereon a sufficient number of lights to afford adequate protection to the public against injury by reason of such obstruction.
