    Mr. Frank Strong: I Las Vegas - August 12, 1947 W 25-1-41 Please note the attached bill received from Auditor this morning for cost of repairs to 24" water main in Charleston Boulevard during the month of March, 1947. These repairs were actually made by the Water Company Instead of the Railroad forces. The "time” ap­parently refers to Water Supervisor at Reservoir in manipulating wells while repairs were being made. The Ball cock was used some place else and should be elimi­nated. About 5:00 P.M. March 4, Police Department re­ported a bad leak in Charleston Boulevard about 1/2 mile west of the Railroad tracks. After inspection, I notified Railroad Water Service forces who stated they urderstood the 24” line belonged to the Water Company. Under the circum­stances, I thought it best to repair the leak first and determine ownership of the line afterwards. Superintendent Doyle and myself, with our labor gang, worked there until 1:00 A.M., draining the water out of the 24” line, ex­cavating around the bottom of the pipe where the Tegul joint blew out, pumping water out of the ditch and patching the break. At the time I understood that while the 24" line was installed udder Railroad Work Order it would eventually be leased or sold to LVL&W Co. as a part of our distribution system. However, subsequently, in June, we received from . the Auditor a bill for "Rent of Pipe Lines" increasing our monthly payments to the Railroad Company ab©ut 50$, from which it was apparent that the investment in this 24" line would remain in Railroad accounts and we would pay the usual 89$ of cost of operating Railroad water facilities. On this basis, the dividing line between Railroad and Water Company facilities would remain at the Railroad tracks. Under the circumstances, would it be proper for us to bill UPRR for our cost in making these repairs, or do you consider it worthwhile in view of the fact that 89$ of the cost thereof would eventually be assumed by the Water Company. What ship of the 24" line and which company is I am trying between the responsible to determine is the owner-reservoir and Main Street-for its maintenance /<*>/ Uo*\ Folger > w H" X AUG 1 4 1947
