Sutton) Referring to your letter of April 30th regarding increases in rates of pay of employes of Water Department of the LVL&WCo.: force, including a housekeeper and rooming house attendants,_ are within the limits permissible under General Wage Regulation No. 6 and therefore may be put into effect. laborers, it seems to me the reasons for the increases granted effective March 1, 1950, set forth in Mr. Reinhardt’s letter to Mr. Stoddard of April 10, 1951, are sufficient to justify the position that such increases were in the nature of promotions and reclassifications within the meaning of subparagraph (d) of Section 2 of General Wage Regulation No. 6. On this basis, a general increase of 12\p per hour to this class of employes would appear to be permissible under the regulations. not earlier than the commencement of the pay roll period in which the increase was decided upon, which in this case was A^ril 12, 1951.
