Las Vegas - November 19, 1953 W 26 Mr, E, E, Bennett - Los Angeles NOV In view of the position taken by the Las Vegas Valley^ Water District with respect to securing three bids for each pipe line project undertaken by the Water Company on the basis of deposit and construction by Water Company, I have thought that it might be advisable to invite bids and formal proposals in some instances where such procedure seems advisable. with a rough draft of invitation to bid and bidders proposal to me in behalf of the Water Company, together with attached form of contract and specifications for laying oast iron pipe, and would appreciate if you would review the attached papers which cover this procedure and let me have your suggestions as to whether they are in proper form and could be used for the purpose I have in mind as outlined above.
