Johnson Gentlemen: We have communication from Young & Smith Ready Mix Concrete Conqpany, Las Vegas, asking if it would be possible for their operation, that is furnishing of Ready Mix Concrete made in a permanent plant in Las Vegas, a plant which they say assumed the initial expense of installing their own waterline in addition to sponsoring the project to include an additional six commercial users of water, to obtain a reclassification. Their com­plaint is that their present rate, or classification "water for concrete work", is not in parity with adjoining consumers availing themselves of that type of service. They state that their present production indicates the processing of approximately 2,1*00 cubic yards of concrete monthly. In this production they would use a measured amount of from 30 to 35 gallons of water per yard or approximately 72,000 to 81*, 000 gallons per month. This Commission is aware of the fact that "the laws of the State of Nevada prohibit the use of meters" but it seems to us that there might be a reclassification made of this operation that would more nearly reflect the payment of money for the quantity of water necessary to manufacture a yard of concrete.
