LATHROP: 1 move that it is the sense of our committee that even in cases after hearing on. complaint where the Corn-miss ion shall have established through routes and joint rates, that they do not have the power to prescribe the division of such rates, except in cases where the companies shall have first failed tc agree among themselves. OSBORNE: I suggest that the Chair he requested to write.a circular letter to the counsel of the roads invited to attend this conference by Mr. Stubbs, and to such other counsel as the Chair may desire, and invite. them to submit tc this Committee their views cn the Interstate Commerce gta&j! and also any questions that may have arisen in their minds in connection therev/ith.
