The user might well be required to furnish some facts which are now available only to him, to show what allowance, if any, might be considered appropriate. In order that I may be more fully informed on the sub­ject, I propose to have some further cheek into the matter made on the ground with Mr. Bracken, or someone you may wish to dele­gate commencing within the next week or ten days. It may be that Mr. Ashby will desire to have a representative of the Manager of Properties, who is also interested in the subject, accompany my representative. I would at the same time like to get some fur­ther information on the subject referred to in the last paragraph of Mr. Jeffers’ letter of May 25, 1942 regarding the relationship of revenues to population. please advise with whom these repre­sentatives should meet. c e-Mr. G.F.
