Most recently, by letter dated September 17, 1985, you acknowledged you had received all of the reports necessary for the consideration of Mr. Binion's Petition. It has been approximately 15 months since this application was filed and as you must be aware from prior correspondence from myself as well as Senators Laxalt, Hecht and Congressman Reid, Mr. Binion is in his 80's and in poor health.
