Please refer to your letter of June 26, 1950, your file 80-5, enclosing two copies of rough draft of report issued by Mr. Wehe on the results of operation of the water gystea at L&g Vegas. the report in detail but I hare read Mr. «ehe*s letter to Mr. Reinhardt of June 1 5 , 1950 explaining the results of the operation study# The tabulation at the top of page 2 of this letter shows that based on the revenues and expenses shown, the net revenue in every ease is a deficit since the expenses exceed the revenues. For this reason 1 think It is inappropriate to show percentage rates of return opposite the Its® "Rate of Return* since, at a setter of foot, there is no return, la ay opinion the word *deficit* should be shown under each account in this tabulation opposite the item# I have not yet had m opportunity to review w.
