    Thereupon, the following proceedings, among others, were duly had and taken. MINUTES Commissioner Bunker moved the Minutes of March 21, 28 and April 4, 1951 be approved by reference and the Mayor and City Clerk authorized to sign same. Motion seconded by Commissioner Moore and carried by the following vote: Commissioners Bunker, Moore, Peccole, Whipple and His Honor voting aye; noes, none. SERVICE & MATERIAL Commissioner Whipple moved that Service and Material Warrant No. 2081 WARRANTS in the total amount of $4,649.52 be approved and the Mayor and City Clerk authorized to sign same. Motion seconded by Commissioner Peccole and carried by the following vote: Commissioners Bunker, Moore, Peccole, Whipple and His Honor voting aye; noes, none. BID NO. 51.4 Commissioner Bunker moved that upon the recommendation of the City Manager Batteries - Awarded Bid No. 51.4 for Batteries be awarded to the low bidder, Cardinal Battery Company. Motion seconded by Commissioner Peccole and carried by the following vote: Commissioners Bunker, Moore, Peccole, Whipple and His Honor voting aye; noes, none. ASSESSMENT DISTRICT The Mayor announced that this was the time and place designated for the NO. 100-2 Board of Commissioners of the City of Las Vegas, Nevada, to offer for Bids on Bonds sale, and to receive sealed bids and publicly open the same for fee City’s special assessment negotiable coupon bonds, designated City of Las Vegas Assessment District No. 100-2 Street Improvement Bonds Series of January 1, 1951, in the aggregate principal amount of $225,463.75. Thereupon, all of said bids received were opened and are as follows: Bidder Hannaford & Talbot ) All bonds bearing an "A” coupon throughout Boettcher & Company ) the life of the issue representing interest Gross-Rogers & Company ) at the rate of Three (3%) Percent per annum Blair-Rollins & Company ) and additionally all bonds will bear Walston, Hoffman & Goodwin ) interest at fee rate of Three (3%) Per cent per annum represented by separately attached "B" coupons for each of the Six (6) months periods ending as follows: January 1, 1952, July 1, 1952, January 1, 1953, July 1, 1953 Security National Bank of Reno 3.40% Commissioner Moore moved the foregoing bids be referred to the City Attorney and Comptroller for tabulation and report. Motion seconded by Commissioner Peccole and carried by the following vote: Those voting "Aye": Commissioner Bunker Commissioner Moore Commissioner Peccole Commissioner Whipple Mayor Cragin Those voting "Nay": None ASSESSMENT DISTRICT Commissioner Peccole moved the bid of John B. Powers Company for the installation NO. 200-8 of Sanitary Sewer in Assessment District No. 200-8 in the amount of $3,831.40 Agreement for Sewer be accepted and the City Manager authorized to sign the agreement with this Installation company. Motion seconded by Commissioner Moore and carried by the following vote: Commissioners Bunker, Moore, Peccole, Whipple and His Honor voting aye; noes, none. PARTIAL PAYMENTS - Commissioner Bunker moved the following requests for partial payments on Assessment Districts Assessment Districts be approved, the Comptroller instructed to draw the Nos. 100-3, 100-4, warrants, and the Mayor and City Clerk authorized to sign these warrants 200-1 & 200-3 when prepared. Assessment District No. 100-3 Wells Cargo Inc. $ 9,358.35 Assessment District No, 100-4 J.M. Murphy Construction 12,231.79 Assessment District No. 200-1 N.P. Van Valkenburgh 5,732.10 Assessment District No. 200-3 Wells Cargo Inc. 12,096.87 Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Bunker, Moore, Peccole, Whipple and His Honor voting aye; noes, none. AUCTION PERMIT Commissioner Moore moved the application of Milton J. Wershow for a Permit to hold an auction April 16, 1951 at Builder’s Mill and Supply Co., 1622 South A Street be denied on the basis that he has not been a resident of the City for one year as required by Ordinance No. 380.
