112 WHEREAS, the Assessment Roll for Special Assessment District No. 100-35 was confirmed on March 7, 1958, and WHEREAS, the owners of property assessed were given until April 7, 1958 in which to pay in cash the amount of their assessments, and WHEREAS, the time for cash payment has expired, and WHEREAS, during said cash payment period the sum of $16,117.21 was received, resulting in the need to issue Special Assessment Bonds in the amount of $104,146.31, NOW, THEREFORE, BE IT RESOLVED, by the Board of Commissioners in a regular meeting thereof held on the 16th day of April, 1958, that bids for the sale of Special Assessment Bonds for Special Assessment District No. 100-35 shall be received in the total amount of $104,146.31, in accordance with the Notice of Sale heretofore published and mailed as required by the resolution of March 7, 1958 directing that said notice be published. BE IT FURTHER RESOLVED, that the County Assessor, Ex-officio City Assessor, be and he hereby is directed to levy the total amount of $104,146.31 as assessments against the owners and property chargeable with said assessments according to the proceedings heretofore taken toward the creation of Assessment District No. 100-35. PASSED, ADOPTED AND APPROVED this 16th day of April, 1958. Motion seconded by Commissioner Sharp and carried by the following vote: Commissioners Bunker, Fountain, Sharp, Whipple and His Honor voting aye; noes, none. ASSESSMENT DISTRICT The Mayor announced that this was the time and place designated for the Board of NO. 100-35 Commissioners of the City of Las Vegas, Nevada, to offer for sale, and to receive Sale of Bonds sealed bids and publicly open the same for the City's special assessment negotiable coupon bonds, designated by City of Las Vegas Assessment District No. 100-35 Street Improvement Bonds, Series of May 1, 1958, in the aggregate principal amount of $104,146.31. Thereupon, all of said bids received were opened and are as follows: Bidder Annual Rate Premium _______ of Interest If Any J.B. Hannauer & Co. 4.47882% $121.20 First National Bank of Nevada 4.48689% 75.00 State of Nevada 3.75% None Commissioner Whipple moved the foregoing bids be referred to the Comptroller and City Attorney for tabulation and recommendation. Motion seconded by Commissioner Bunker and carried by the following vote: Commissioners Bunker, Fountain, Sharp, Whipple and His Honor voting aye; noes, none. RANCHO VISTA The Commission considered the tentative map of Rancho Vista. Planning Director Tentative Map Bills advised that this map was approved by the Planning Commission, subject to: 1. Compliance with the Power Company easement request. 2. Satisfactory settlement with the School District regarding provision of a school site. Mr. Bills stated that the request of the Power Company for easement had been taken care of. Commissioner Whipple moved the tentative map of Rancho Vista be approved subject to the conditions set forth by the Planning Commission. Motion seconded by Commissioner Fountain and carried by the following vote: Commissioners Bunker, Fountain, Sharp, Whipple and His Honor voting aye; noes, none. Mr. R.J. Kaltenbom, member of the corporation, that is subdividing this tract asked to speak to the Board concerning the school site requirement. Commissioners Bunker and Fountain withdrew their votes on the motion to approve this tentative map. Mr. Kaltenbom stated that there has been considerable discussion as to the authority of the School District to request a certain amount of land from subdividers. He read from Section 116.020 of the Revised Statutes of the State of Nevada, 1956, to the effect that if a subdivision is less than 40 acres no provision for school site need be made. Mr. Kaltenbom asked if the Board would go on record that they have no objections to this subdivision other than the stipulation for school site. At the hour of 8:25 P.M. this meeting recessed and reconvened at the hour of 8:35 P.M. with all members present as of the opening session. Commissioner Whipple withdrew his motion approving the tentative map of Rancho Vista, and Commissioner Sharp withdrew his vote. Commissioner Fountain moved that action on the tentative map of Rancho Vista be held in abeyance until a meeting can be held with the Planning Commission and the School District. 4-16-58
