I have discussed this matter with Mr.Cherrington, who is fam iliar with the situation. I believe that while i t is not absolutely necessary that we have an agreement in order to protect our righ ts, yet at the same time i t would avoid any dispute or controversy in the future with the user of this surplus water i f we had an express contract, and I therefore recommend that we obtain one, i f possible.
