    Section 2. That all action, proceedings, matters and things (not inconsistent with the provisions of this ordinance) heretofore taken, had and done by the City of Las Vegas and the officers of said City concerning the making of certain public improvements by installing a sanitary sewer along certain streets and portion s of streets and easements thereof in Sanitary Sewer Improvement District No. 200-12 in said City, the creation of said District within and for said City, the levying and perfecting of special assessments to meet the cost and expense thereof, and the issuance of its Assessment District No. 200-12 Sanitary Sewer Improvement Bonds, Series July 1, 1953 for that purpose be, and the same is hereby, ratified, approved and confirmed, including, without limiting the generality of the foregoing, the adoption on July 15, 1953 of Emergency Ordinance No. 561. Section 3. That by reason of the fact that the sewers of the City of Las Vegas are inadequate to meet the present and future needs of the City and its inhabitants, and that it is necessary immediately to raise funds to install said sewers therefor, it is hereby declared that an emergency exists and that this ordinance is necessary for the immediate preservation of the public peace, health and safety. Section 4. That the City Clerk and Clerk of the Board of Commissioners of the City of Las Vegas shall cause this ordinance to be published once a week for two successive weeks immediately following its final reading and adoption in the Las Vegas Review Journal, a daily newspaper published in said City, and this ordinance shall become effective immediately following the second publication thereof. Schellack Subscribed and sworn to before me this 31st day of August, 1953 s/ Neola Gierhart______________ Notary Public in and for Clark County, My Commission Expires April 14, 1954 Nevada ORDINANCE NO. 572 AN ORDINANCE TO REPEAL SECTION 39 (B) CODE OF LAS VEGAS NEVADA, 1949, AND TO AMEND SECTION 5l CHAPTER 36, CODE OF LAS VEGAS, NEVADA, 1949, BY PROVIDING REGULATIONS FOR THE MOVEMENT OF TRAFFIC; PROVIDING FOR THE OVERTAKING AND PASSING OF OTHER VEHICLES PRECEDING IN THE SAME DIRECTION; PROVIDING OTHER MATTERS PROPERLY RELATED THERETO; PROVIDING FOR PENALTIES FOR THE VIOLATION OF THIS ORDINANCE; AND REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT HEREWITH. The Board of Commissioners of the City of Las Vegas do ordain as follows: SECTION 1. Section 5l Code of Las Vegas, Nevada, 1949, is hereby amended to read as follows: (1) No person, riding, driving, propelling or in charge of any vehicle shall pass any vehicle proceeding in the same direction while the driver of such preceding vehicle is himself engaged in the act of passing another vehicle. (2) Upon all streets or highways of sufficient width, other than one-way streets or alleys, the driver of a vehicle shall drive the same upon the right half of the street or highway except when the right half is out of repair and for such reason impassable or when overtaking and passing another vehicle subject to the limitations set forth in Section 5. (3) In driving upon the right half of a highway the driver shall drive as closely as practicable to the right hand edge or curb of the highway except when overtaking or passing another vehicle, or when placing a vehicle in position to make a left turn.
