We fully recognize that the best judgement of your Board of Directors and engineers are directed towards conserving our water assets, and it is your opinion that water meter3 will be of great assistance in your efforts. II. Whatever our differences as to the best methods on policies in this matter, we are in full accord with any effort to reduce water waste. III. It is our position however, that there will be no great economy in either money or water by commencing to bill on metered rates residents representing only approximately ten percent of the total number of people in the water district. This is especially true, since these residents are purchasers of the more recently built homes, all of these having the smaller residential lots, necessitating less water usage than some other areas, which are not yet metered. We, therefore feel, that we are not receiving treatment equitable with the rest of the water district and certainly much less than equit­able than residents in those areas where the lots are larger and where the history of water waste is greater and who will still be paying much less on an annual basis for water, than the residents in our area, especially since your proposed meter rates are admittedly calculated at a thirty per cent increase over flat rates. It is our contention that no basic or realistic administrative purpose is being served or can be served by your arbitrary imposition of a greater financial burden on a very small percentage of total water users in your district, which we feel is discriminatory. We therefore request that this group of Las Vegas residents be main­tained on a flat rate basis until such time as billing on a meter rate can be placed in effect for the greatest majority of district water consumers. Warner, President” TOere was a general discussion of the procedure to be followed in acting on the request of the Charleston Park Improvement Association. It was brought out that a promise had been made to the Association that action would be taken at a meeting at which their representatives were present. It was agreed that an effort should be made to schedule this meeting for Tuesday, November 20, but that it would not be finally set until the Directors had been canvassed to insure that of the Directors who had been present at the November 7 meeting would be present.
