Dear Sir:- I hare copy your letter April 22nd to Mr.Wells, with which you sent him copy of Mr.Walter.R.Bracken's communication of April 13th to Mr.Bettis about low water pressure at Las Vegas, - this in connection with recent correspondence about hire of horse used in patrolling the Las Vegas pipe line. 1e have had, in the past, a great deal of correspondence at one time and another about matters pertaining to the care, or rather lack of care, of the water supply at Las Vegas. Every once in a while something comes up that would indicate that very little attention is paid to conditions at the springs, the intake, or the pipe line. It would seem that the time had about arrived to charge some one in the ope rating department with the duty of keeping this water plant in satisfactory condition; and that if they fail to do so, they will be discharged.
