No wholesale liquor license shall be issued hereunder to any person, firm, associa­tion or corporation who does not keep on hand and maintain at a fixed place of business in the City of Las Vegas, Nevada, at all times, liquor of a wholesale value of at least $25,000. Nor shall any wholesale liquor license or retail liquor license be issued hereunder to any per­son who has previously been convicted of a felony, either in the State of Nevada, or in any other state of the United States, nor to any person who has been convicted in any other state or county of any crime which is considered a felony under the laws of the State of Nevada. Section 3. Any person violating any of the provisions of this ordinance shall be guilty of a mis- demeanor. Section 4. If any part, provision or section of this ordinance, or the application thereof to any person or circumstances, shall be held to be invalid by any court or competent jurisdiction, the remainder of this ordinance or the application of such part, provision or section thereof to any other person or circum­stances shall not be affected thereby. Section 5. This ordinance shall be in full force and effect upon its final reading and adoption, and final publication as in the next section provided. Section 6. The City Clerk and Clerk of the Board of Commissioners of the City of Las Vegas shall cause this ordinance to be published once a week for two successive weeks immediately following its first read­ing and adoption, in the Las Vegas Review Journal, a daily newspaper published in the City of Las Vegas. The above and foregoing ordinance was first proposed and read by title to the Board of Commissioners on the 6th day of December, 1950, and referred to the following committee composed of Commissioners Bunker and Whipple for recommendation; thereafter the said committee reported favorably on said ordinance as amend­ed on the 13th day of December. 1950. which was the regular meeting of said Board of Commissioners; that at said regular meeting held on the 13th day of December. 1950. the proposed ordinance was read in full to the Board of City Commissioners as first introduced and adopted by the following vote: Voting "Aye": Commissioners Bunker. ORDINANCE NO. 448 never published, upon request of Board of Commissioners, See Ord. 551 ORDINANCE NO. 448 ____ AN ORDINANCE TO AMEND SECTION 1 OF ORDINANCE NO. 446 OF THE CITY OF LAS VEGAS ENTITLED: "AN ORDINANCE ESTABLISHING A REGIONAL PLANNING COMMISSION AND AUTHORIZING THE BOARD OF COMMISSIONERS OF THE CITY OF LAS VEGAS, CLARK COUNTY, NEVADA, TO COLLABORATE WITH THE GOVERNING BODIES OF INCORPORATED CITIES IN CLARK COUNTY, NEVADA, AND THE BOARD OF COUNTY COMMISSIONERS OF CLARK COUNTY, NEVADA, FOR THE CREATION OF A RE­GIONAL PLANNING COMMISSION." ALSO REFERRED TO AS CHAPTER 24, SECTIONS 1 AND 2 OF THE LAS VEGAS CITY CODE, AND TO REPEAL SECTION 3 AND 4 OF ORDINANCE NO. 360 ALSO REFERRED TO AS CHAPTER 24, SECTIONS 3 AND 4 OF THE US VEGAS CITY CODE. The Board of Commissioners of the City of Las Vegas do ordain as follows: Section 1. Section 1 of Ordinance No. 446 is hereby amended to read as follows: There is hereby created a Regional Planning Commission pursuant to Section 4 of Section 5063.03 NCL to consist of seven (7) members, four (4) members of which shall be appointed by the Mayor and Board of Commissioners of the City of Las Vegas, three members of which shall be appointed by the Board of Commis­sioners of the County of Clark. Section 2. The City Clerk and Clerk of the Board of Commissioners of the City of Las Vegas shall cause this Ordinance No. 448 to be published once a week for two successive weeks immediately following its final reading and adoption, in the Las Vegas Review Journal, a daily newspaper published in the City of Las Vegas.
