Fiie H- ^ Mr, Halsted: Herewith claim papers concerning proper weight to apply on three cars of linseed oil shipped from Minneapolis, Minn, and Superior, Wis. to Los Angeles, Cal. in years 1918, 1919 and 3*920. KPX car 52 was shipped from Superior, Wis. April 8, 1918, and charges assessed at weight 83’,202 lhs., hut papers do not indicate how the weight waa determined, an-d gallonsge oapaoity for this car was not published in Boyd's Tank Car Ciroular 6-M, ICC a -826, effective December 14, 1917, nor in subsequent issues. SKX car 64 was shipped from Minneapolis, M inn. February 1919, and charges assessed at weight 62,400 lbs., vdiich was determined by using estimated weight of 7,8 lbs. per gallon (hereinafter shown) at published gallonage capacity of 8,000 gallons, in Boyd's Circular 6-H, ICC A-906, effective August 26, 1918, page 208, This Circular shows gallonage stated, but such gallonage was not determined by an official gauge, as several other cars of same ownership show gallonage based on official gauge, which are generally not in round figures -as oar 64 above. Subsequent issues of this Circular do not carry this particular car. You will note claimant is ashing for settlement of charges on basis of weight determined on what they contend is the actual gallonage, based on estimated weight of 7.5 lbs. 64 SKX/<5ar was shipped from Minneapolis, Minn. February 4, 1920 and charges assessed at weight 64,740 lbs., but papers do not indicate how weight was determined, and gallonage oapaoity of this car was not published in Boyd's Circular 6-0, ICO A-1029, effective -AUgtist 8, 1919, but this is exactly the same car covering movement one year previously shown in third paragraph above, and former publication showed a gallonage of 8,000 gallons, which is eliminated from the present issue. The rates coverirg above earB were: 90^, #1.12|-, |1.121- respect ively, named in TOFB Tariff 1-Q, ICC 1048, Item 3230-A, effective March 15, 1918, and Item 3230-B, effective June 25, 1918; also, Tariff 1-H,„ ICC 1067, Item 2535, effective November 5, 1919, respectively. Tariff description covering all movements was as follows: “OIL, LINSEED, in bulk in barrels, or in tank cars, weight per gallon 7.8 lbs."
