Bracken and McNamee and they will send you a further sug­gested draft for your consideration. X am very sorry that you do not feel that the word *adjacent® is a satisfactory word in our proposed rule as we deliberately used such a word to give the rule a reason­able amount of flexibility. In other words, we felt that the Water Company would be more than willing to make rea­sonable extensions of its existing mains where the devel­opment would warrant it, but we did not feel that we should be obliged to extend our mains an unreasonable distance for the purpose o f getting 20 new consumers of water. As I have stated, the present city limits are in some instances far beyond the extremities of our mains, and there is no devel­opment in that general direction. 1 have been checking some definitions of the word "ad­jacent" and without citing the oases to you should like mere­ly to give you the benefit of some of these definitions* "Adjacent means near to o r in the vicinity of and does not necessarily mean touching or border­ing u p o n . 11 "Adjacent means next to or near, neighboring, while adjoining means touching or contiguous. "Adjacent does not mean adjoining, but sig­nifies convenient, near to or in the neighborhood.
