Dear Sir:- Referring to previous correspondence regarding payment of a flat rate by certain water users who prefer to pay flat rate rather 1han go to the expense of installing a meter: that the company receives as much water rental under such an arrangement, as they would receive if a meter were installed, it will be all right to allow parties to obtain water under such terms. In every case however, they should be required to sign a statement in foim like the one enclosed herewith in order that the company may be cleared from any liability under the franchise. if you need more, you can make additional copies. I presume that very few of them will be needed. In cases of this kind where there is ? no question but I enclose herewith four or five copies of this form and
