Wells, General Manager, Building. Dear Sir:- Herewith I submit a plan for a small townsite at Otis in response to the request conveyed in your letter of December 8th, 1908. As you remember, the track at the east end of Otis yard is but a foot or two above the ground, and the ground, which is comparatively smooth, slopes very gradually to the south* If the plan is approved, I suggest that probably the 14 blocks drawn in solid lines will be sufficient to lay out for the present or immediate future population of Otis. The two switches at the east end of the yard could, without detriment, if deemed advisable, be moved further west so that the highway crossing would only be over one instead of two tracks as shown* If the Committee wish any changes in the plan made, kindly advise me* The street names are only suggestive. Would it not be well to change the name of the station from Otis to Yermo which is the name of the Post Office? - 1-
