Pickerell Thereafter Commissioner Whipple moved that the foregoing applications for liquor licenses be granted. Motion seconded by Commissioner Peccole and carried by the following vote: Commissioners Bunker, Moore, Peccole, Whipple and His Honor voting aye; noes, none. PROPOSED ORDINANCE An ordinance entitled: AN ORDINANCE AUTHORIZING AND DIRECTING THE EX-OFFICIO CITY ASSESSOR OF THE Special Assessment CITY OF LAS VEGAS, COUNTY OF CLARK, STATE OF NEVADA, TO LEVY A SPECIAL ASSESSMENT TO DEFRAY THE Biltmore Annex l&2 COSTS OF MAKING CERTAIN IMPROVEMENTS IN THE CITY OF LAS VEGAS, BY INSTALLING COMPLETE STREET LIGHT­ING UNITS WITH PARKWAY CABLE AND ORNAMENTAL STANDARDS ALONG CERTAIN STREETS AND PORTION OF STREETS IN SAID CITY; THE COST AND EXPENSES THEREOF SHALL BE PAID ENTIRELY BY THIS SPECIAL ASSESSMENT UPON ALL THE LOTS INCLUDED WITHIN THE SPECIAL ASSESSMENT DISTRICT AS CREATED BY ORDINANCE NO. 318 HEREBY ESTABLISHED ACCORDING TO THE BENEFITS, EXCEPT WHERE, BY THE CHARTER OF THE CITY OF LAS VEGAS, CERTAIN PORTIONS THEREOF ARE REQUIRED TO BE PAID FROM THE GENERAL FUND OF THE CITY OF LAS VEGAS; SUCH COSTS AND ESTIMATES THEREOF ARE ON FILE IN THE OFFICE OF THE CITY CLERK OF THE CITY OF LAS VEGAS, DES­CRIBING DEFINITELY THE LOCATION OF THE SAID IMPROVEMENTS, STATING THE AMOUNT OF THE SAID ASSESSMENTS AND DESIGNATING THE LOCALITY CONSTITUTING THE DISTRICT TO BE ASSESSED ACCORDING TO THE BENEFITS, AND OTHER MATTERS RELATING THERETO, was read by title to the Board and referred to a committee composed of Commissioners Bunker and Peccole for report. CLARK COUNTY — At this time His Honor read a letter under date of July 5 l949 for the Clark County Commissioners noti- Planning Commission fying the Board that they did not budget for the Planning Commission for 1949. Thereafter Commissioner Whipple moved that this above mentioned matter be referred to the Regional Planning Commission for their consideration. Motion seconded by Commissioner Moore and carried by the following vote: Commissioners Bunker, Moore, Peccole Whipple and His Honor voting aye; noes, none. GAMING APPLICATION Mr. Paul Ralli appeared before the Board on behalf of Mr. M. I. Horgen whose application for slot Twin Lakes Farm machine license at the Twin Lakes Farm was tabled. Mr. Ralli requested that the Board grant per­mission for the operation of one slot machine at the Twin Lakes Farm for this third quarter of 1949. Thereafter Commissioner Peccole moved that the foregoing request to be granted. Motion seconded by Commissioner Bunker and carried by the following vote: Commissioners Bunker, Peccole, Whipple and His Honor voting aye; noes, Commissioner Moore. SALE OF CITY LAND Commissioner Whipple moved that the City Attorney be instructed to prepare the necessary notice for invitation to bid on the sale of City property now occupied by the City Dump. Motion seconded by Commissioner Bunker and carried by the following vote: Commissioners, Bunker, Moore, Peccole, Whipple and His Honor voting aye; noes, none. Commissioner Whipple moved that this meeting recess for fifteen minutes. Motion seconded by Commissioner Bunker and carried by the following vote: Commissioners Bunker, Moore, Peccole, Whipple and His Honor voting aye; noes, none. His Honor Mayor Cragin called the meeting to order at the hour of 5:10 P.M. with all members present as of the opening session. INACTIVE LICENCES Commissioner Peccole moved that the Fremont Arcade, 103 Fremont be granted until July 22, 1949 to make their "21" game and one Crap Table active by reason of the fact that they did not receive Fremont Arcade sufficient notice that these licenses would be revoked. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Bunker, Moore, Peccole, Whipple and His Honor voting aye; noes, none. Club Savoy Commissioner Whipple moved that due to the fact that Mr. M. B. Hicks has appeared before the Board and stated that if the Board wished the Club Savoy, 116 Fremont to place their one "21" game and one Crap Table in use, they would; however, it is the concensus of the Board that since the Club Savoy is operating a Race Horse Book at present , the Board will not require them to activate the aforementioned licenses at this time. Motion seconded by Commissioner Bunker and carried by the following vote: Commissioners Bunker, Moore, Peccole, Whipple and His Honor voting aye; noes, none. Frontier Club Commissioner Whipple moved that the Frontier Club, Inc 117 Fremont be granted until July 22, 1949 to make their "21" game and Crap game active. Motion seconded by Commissioner Peccole and carried by the following vote: Commissioners Bunker, Moore, Peccole, Whipple and His Honor voting aye; noes, none. LIqUOR & GAMING Commissioner Moore moved that the application of Nate Mack, 19-23 Fremont for one Race Horse Book APPLICATIONS and a Retail Tavern Liquor license for the third quarter of 1949 be held in abeyance until July Nate Mack 22, 1949, Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Bunker, Moore, Peccole, Whipple and His Honor voting aye; noes, none. There being no further business to come before the meeting at this time Commissioner Whipple moved that this meeting adjourn.
