    87 OTHER ANIMALS IMPOUNDED? PROHIBITING CRUELTY TO ANIMALS; PROVIDING A PENALTY FOR THE VIOLATION OF ANY OF THE PROV­ISIONS THEREOF; REPEALING ORDINANCES NO. 5, 12, 19, 51, 58, 63 and 101, AND ALL ORDINANCES AND PARTS OF ORDINANCES OF THE CITY OF LAS VEGAS IN CONFLICT THEREWITH, AND OTHER MATTERS PROPERLY RELATING THERETO," was read to the Board for a second time. Thereafter, Commissioner Baskin moved that the foregoing Ordinance be adopted and approved. Motion seconded by Commissioner Clark and carried by the following vote: Commissioners Baskin, Clark, Moore, Whipple and His Honor voting aye; Noes, none. Comm. Moore excused. At this time Commissioner Moore asked to be excused. ORDINANCE No. 335 The following entitled Ordinance was first proposed and 1st reading read by title to the Board of City Commissioners on the 22nd day of May, 1947 and referred to the following com­mittee composed of Commissioners Clark and Baskin for recommendation. Thereafter the said Committee reported favorably on said Ordinance on the 6th day of June, 1947 which was the next regular meeting of the Board of City Commissioners. After which said Ordinance entitled, "AN ORDINANCE EMPOWERING, AUTHORIZING AND DIRECTING THE EX- OFFICIO CITY ASSESSOR OF THE CITY OF LAS VEGAS, COUNTY OF CLARK, STATE OF NEVADA, TO LEVY A SPECIAL ASSESSMENT TO DEFRAY THE COST OF MAKING CERTAIN IMPROVEMENTS IN THE CITY OF LAS VEGAS BY INSTALLING COMPLETE STREET LIGHTING UNITS WITH PARKWAY CABLE AND STEEL STANDARDS ALONG CERTAIN STREETS AND PORTIONS OF STREETS IN SAID CITY, ACCORDING TO THE PLATS, DIAGRAMS AND ESTIMATES OF COST THEREOF ON FILE IN THE OFFICE OF THE CITY CLERK OF THE CITY OF LAS VEGAS, DESCRIBING DEFINITELY THE LOCATION OF SAID IMPROVEMENTS, STATING THE AMOUNT OF SAID ASSESSMENT AND DESCRIBING AND DESIGNATING THE LOCALITY CONSTITUTING TEE DISTRICT TO BE ASSESSED ACCORDING TO FRONTAGE, AND OTHER MATTERS RELATING THERETO," was read to the Board for a second time. Thereafter, Commissioner Clark moved that the foregoing Ordinance be approved on its first reading. Motion seconded by Commissioner Baskin and carried by the following vote: Commissioners Baskin, Clark, Whipple and His Honor voting aye. Noes, none. Absent? Commissioner Moore. CLAIM - C. B. Bagnall Commissioner Clark moved that the claim of C. B. Bagnall in the sum of $21,876.00 be approved subject to the approval of the City Manager and City Comptroller, and the Mayor a and City Clerk are authorized to sign said warrant when approved. Motion seconded by Commissioner Baskin and carried by the following vote: Commissioners Baskin, Clark, Whipple and His Honor voting aye. Noes, none. Absent: Commissioner Moore. LEGAL DEPARTMENT — Commissioner Whipple moved that the purchasing procedure Supplies ordered be waived and that the purchasing agent be directed to order one set of American Jurisprudence in the approximate sum of $580.00 for the legal department. Motion seconded by Commissioner Baskin and carried by the following vote: Commissioners Baskin, Clark, Whipple and His Honor voting aye. Noes, none. Absent: Commissioner Moore. VIRGIN RIVER FLOOD CONTROL Commissioner Whipple moved that the Mayor and City Clerk be authorized to sign an application to the United States De— partment of Agriculture for various surveys for flood control on the Virgin River and its tributaries. Motion seconded by Commissioner Baskin and carried by the following vote: Commissioners Baskin, Clark, Whipple and His Honor voting aye. Noes, none. Absent: Commissioner Moore. GAMING APPLICATIONS The following gaming applications were presented to the Board for their consideration: L. J. Schway EL CORTEZ HOTEL CORP. 600 Fremont 1 slot D. F. Rast (new owner) AERO SERVICE STATION 313 N. Main 1 slot Commissioner Baskin moved that the foregoing applications be granted. Motion seconded by Commissioner Clark and carried by the following vote: Commissioners Baskin, Clark, Whipple and His Honor voting a ye. Noes, none. Absent: Commissioner Moore.
