9(c) Defence Homing Projects, Veter main exten­sions to or in defense housing projeots will be construct­ed, owned end mainteined by the Company under special con­tract only when the entire cost of such extension is ad-vanced to the Company. The amount advanced will be re­funded without interest to the party making the advanee if and when, within______months from the installation of the said water mains, there shall have been completed and ready for occupancy residences upon all of the lots within the housing project or portion thereof served by said mains. A defence housing project within the mean­ing of this rule shall be a housing project approved as such by the Federal Housing Administration. This rule shall become effective January ____, 1942, and shall re­main in effect only during the present national emergency and shall not be deemed to affect or modify contracts heretofore entered into by the Company rtiich may be con­trary to the provisions of this rule.* 1 v agfe:, I' J. & I
