9(c) Defence Homing Projects, Veter main extensions to or in defense housing projeots will be constructed, owned end mainteined by the Company under special contract only when the entire cost of such extension is ad-vanced to the Company. The amount advanced will be refunded without interest to the party making the advanee if and when, within______months from the installation of the said water mains, there shall have been completed and ready for occupancy residences upon all of the lots within the housing project or portion thereof served by said mains. A defence housing project within the meaning of this rule shall be a housing project approved as such by the Federal Housing Administration.
