M . , this date, August 17, 1951, President Campbell and Director M iller assembled at the office of the Water District to hold qn adjourned regular meeting of the Directors of the Water District. The greater seating facilities to be had at the Directors room of the Chamber of Commerce caused the Directors present to adjourn to the Chamber of Commerce Directors' room and at 4;15 o'c io ck P . M . , all of the D i­rectors except M r. Underhill were present, and the meeting was called to order. The Manager was present and acted as recorder. The Chairm an noted for the record the following representatives of civic associations and of public bodies present; For the C ity of Las Vegas: Mayor Baker, and Commissioners Peccole and Bunker For the Chamber of Commerce: President Ronzone. For the Colorado River Commission: Commissioners Strong and Cahian and Plant Manager Moore at Henderson. For Clark County Commission; Commissioners Harmon and McDonald For the C ity of North Las Vegas: Commissioner Stanley From Radio Station K E N O : M ax Kelch Representatives from the Press. The absence of Plant Lessees from Henderson was noted. The Chairman explained that he had contacted three of the managers at the Plant with the reply that the Lessees had no organization between themselves, so none felt that individual attendance would be of any value to them at this time. The Chairm an then briefly reviewed the affairs Of the Water District as they had developed during the current week, clim axing in the failure of the Plant Lessees on August 14th to give their approval to the joint agreement prepared by the Colorado River Commission and the Water District, covering the acquisition by the Water District of the Henderson water facility and an allocation of 10,000,000 gallons of water from the Henderson reservoirs daily. A letter addressed to the Board of Directors of the Water District, from the Commissioners of the C ity of Las Vegas, was then read. In the letter, the Commissioners assured the D is­trict of the C ity 's whole-hearted cooperation with the District in the efforts to secure addi­tional water for this area. Appreciation by the Directors for the letter was expressed to the three members of the City Commission present. The Chairman then brought up the text of a statement prepared by those members of the Board of Directors available on August 15th. The statement was adopted as the expression of the entire Board, and reads as follows: T h e District will continue, with unremitting efforts, to carry out the objectives mandated by the public in October, 1947, by one of the largest majorities ever recorded in Clark County's history. The district intends to deliver water to the V alle y in accordance with this public mandate. The interruption that has occurred could have been and should have been avoided, had all parties co-ordinated their efforts in the public interest. The statement of the lessees, issued through the C RC, plainly places the burden on the lessees to immediately formulate and come forward with a counter-proposal acceptable to all parties. Until this proposal is made, the District accepts in good faith the quoted statements of the lessees that they will promptly make known to all parties the basis upon which they will approve the water agreement.
