Commissioner Fountain moved the application of the Silver State Elks Lodge to hold a carnival April 3rd through April 7th, 1957 he approved subject to compliance with Police and Fire Department rules and regulations. Motion seconded by Commissioner Bunker and carried by the following vote: Commis­sioners Bunker, Fountain, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Sharp. At this time the Director of Public Works presented the tabulation on Part A of Bid No. 57*7 which concerns the installation of the sprinkler system at the Baseball Field adjacent to the Municipal Golf Course. Mr. Wade explained that the only bidder was Nevada Lawn Irrigation Co. and the bid tabulation was as follows: Part A-Section A Part A-Section B Total Bid $12,551.40 $3,059.86 $15,611.26 Commissioner Bunker moved that Part A of Bid No. 57.7 be awarded to the only bidder, Nevada Lawn Irrigation Co. in the total amount of $15,611.26, and the Mayor and Clerk authorized to sign the contract. Motion seconded by Commissioner Fountain and carried by the following vote: Commis­sioners Bunker, Fountain, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Sharp. The Director of Public Works reported to the Commission that they had analyzed the bid of Goto Landscaping and Nursery Co. and that the bid was incomplete in that they had submitted no bid on sidewalks, drinking fountains, curb and gravel. After considerable discussion the Director of Public Works was instructed to contact contractors or firms, to determine if we can negotiate to do the work omitted by the Goto Landscaping and Nursery Co. and make a further check on the landscaping work to see if the bid on that portion of the work is in line. After the above information has been checked, if a definite recommendation is available within five to seven days, the Commission would like to meet wo further consider the matter. Commissioners Fountain and Whipple, committee for recommendation on the proposed amend­ment to the Plumbing Ordinance requested additional time before reporting. Commissioners Fountain and Whipple, committee for recommendation on the proposed amend­ment to the Electrical Ordinance requested additional time before reporting. Commissioners Fountain and Whipple, committee for recommendation on the proposed amend­ment to the Warm Air Heating Code requested additional time before reporting. An ordinance entitled: AN ORDINANCE TO AMEND ORDINANCE 525 ENTITLED "AN ORDINANCE TO AMEND ORDINANCE 304 ENTITLED:" AN ORDINANCE OF THE CITY OF LAS VEGAS CREATING AND ES­TABLISHING FIRE ZONES"; BY ADDING CERTAIN DESCRIBED AREAS TO FIRE ZONES TWO AND TWO SPECIAL (2s); BY PROVIDING FIRE ZONES FOR RE-ZONED AREAS; AND OTHER MATTERS PROPERLY RELATED THERETO; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT THERE­WITH"; BY PLACING AREAS WHICH ARE GRANTED USE PERMITS OR VARIANCES TO CONDUCT A PRO­FESSIONAL OR COMMERCIAL USE IN FIRE ZONE NUMBER TWO OR FIRE ZONE NUMBER TWO SPECIAL AS THE CASE MAY BE; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT THERE­WITH; AND PROVIDING PENALTIES FOR THE VIOLATION OF THIS ORDINANCE,was read by title and referred to Commissioners Bunker and Sharp for recommendation. An ordinance entitled: AN ORDINANCE TO AMEND CHAPTER 17, SECTION 12, CODE OF THE CITY OF LAS VEGAS, NEVADA, 1949, AT PAGE 254, BY PROVIDING FOR LICENSE FEES FOR ASTROLOGERS AND PERSONS IN SIMILAR OCCUPATIONS; REPEALING CONFLICTING ORDINANCES; PROVIDING PENAL­TIES FOR THE VIOLATION of this ORDINANCE; AND PROVIDING OTHER MATTERS PROPERLY RELATED THERETO, was read by title and referred to Commissioners Bunker and Sharp for recommen­dation. Mayor Baker stated that sometime ago, upon request, a committee composed of Commission's Bunker and Fountain was designated to meet with a group regarding a youth program. Mayor Baker further remarked that it appeared as though there were many groups and civic organ­izations within the City who were in one way or another active or interested in a youth program, that the formation of the P.A.L. organization of the Police Department was a- nother step in the right direction. However, in his opinion, there was an apparent need of the City to assume the responsibility of spearheading the organization of a coordinated effort to develop a positive program that would result in definite steps being taken to formulate a coordinated youth program. Mayor Baker then asked to hear from the Commit­tee at this time. Commissioner Bunker reported that the Committee had met with various groups and spent a great deal of time studying and working on a youth program. He stated that he was in complete accord with the remarks of the Mayor concerning the need for the City to spear-head a positive coordinated program and reported that a meeting was scheduled for Friday, March 29, 1957 to which representatives of groups who expressed an interest in participating in such a program have been invited. He further stated that as a result of this meeting, he hoped that a definite plan would be formulated to be presented to the Mayor and Board of City Commissioners in the immediate future. Commissioner Fountain moved the resignations of Gerald Stewart and Robert Schmutzer as members of the Planning Commission be accepted and the Clerk authorized to send a letter of appreciation for the service they have ren­dered to the City as members of that Commission. Motion seconded by Commissioner Bunker and carried by the following vote: Commissioners Bunker, Fountain, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Sharp. Commissioner Fountain moved that Mr. A.E. Cahlan be appointed as a member of the Planning Commission for a term to expire in August, 1962.
