It is probable, therefore, that thie survey will of necessity be delayed until the above-mentioned legal investi­gation has been completed and each additional authority as nay be necessary is obtained through State legislation or otherwise. In recognition, however, of the fact that some tine will be required by the Board to decide cn a firm of engineers, I was requested to make recom­mendations for such a firm. This X will do at the earliest possible moment, but X suggest that the Board also obtain recommendations from other sources in order that the field for choice be as broad as possible. It was brought out in the discussion that the acquisition of all or part of the present Water Company's system would be necessary for the develop­ment of the projected water supply, and also that, in order to compute over­all costs, a reasonably dose estimate of the value of these properties would be essential. While the Water Company is not able at this time to provide an estimate of the value of their properties, the Water Company will make avail­able to the engineers finally employed such physical data as may be necessary for them to prepare a valuation. As pointed out to you by Mr. Ashby at the informal meeting following our conference, the Railroad and the Water Company's one desire is to do what is ultimately determined to be best for thb development of has Vegas, and X will be happy to be of any assistance possible in your future deliberations.
