    Las Vegas, Nevada April 25, 1951 A regular meeting of the Boar4 of Commissioners of the City of Las Vegas held this 25th day of April, 1951 was called to order at the hour of 3:30 P.M. by His Honor Mayor E. W. Cragin with the following members present: Commissioners Bunker, Moore, Peccole, Whipple; City Attorney Howard W. Cannon, City Manager C. W. Shelley and City Clerk Shirley Ballinger. MINUTES Commissioner Whipple moved the Minutes of April 18, 1951 be approved by reference and the Mayor and City Clerk authorized to sign same. Motion seconded by Commissioner Moore and carried by the following vote: Commissioners Bunker, Moore, Peccole, Whipple and His Honor voting aye; noes, none. SERVICE & MATERIAL Commissioner Moore moved that Service and Material Warrant No. 2088 in the total amount of WARRANT $6,962.34 be approved and the Mayor and City Clerk authorized to sign same. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Bunker, Moore, Peccole, Whipple and His Honor voting aye; noes, none. PUBLIC HEARING - This being the time heretofore set for the public hearing, on the rezoning of the NE¼ of the Rezoning of Russell SE¼ of the SE¼ and the N½ of the SW¼ of the SE¼ of the SE¼ of Section 32, T 20 S, R 61 E, Tract MDB&M, commonly known as the Russell Tract from "RA" (Ranch Estates) to "RE" (Residence Estates), His Honor read the Notice of Public Hearing. Thereafter His Honor asked if there was anyone present who wished to object to this rezoning. There were no objections. Commissioner Moore moved that the above described property be rezoned from RA to RE. Motion seconded by Commissioner Bunker and carried by the following vote: Commissioners Bunker, Moore, Peccole, Whipple and His Honor voting aye; noes, none. OFF STREET PARKING At this time Messrs. Vern Willis, Ted Brandt and M. H. Gordon, members of the Las Vegas Chamber of Commerce Parking Committee were present. Mr. Willis gave the preliminary report of the committee. Commissioner Whipple moved this committee be commended for the work they have done and the City Manager be authorized to secure applications from competent traffic engineers to study the parking needs. Further that the City contact the County Commissioners to see what can be. worked out on the problem of a set back of the area surrounding the Clark County Court­house to permit angle parking. Motion seconded by Commissioner Moore and carried by the following vote: Commissioners Bunker, Moore, Peccole, Whipple and His Honor voting aye; noes, none. SOLICITORS LICENSE At this time Mrs. Girtha Freeman appeared before the Board requesting that the Solicitors FEE REDUCED License fee be reduced. Commissioner Bunker moved this license fee be reduced to $5.00 per quarter. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Bunker, Moore, Peccole, Whipple and His Honor voting aye; noes, none. RIGHT OF WAT Commissioner Peccole moved the matter of securing a Right of Way Deed on East Bonanza Road East Bonanza from Mrs. Anna Barozzi be referred to the City Engineer for investigation and recommendation. Motion seconded by Commissioner Bunker and carried by the following vote: Commissioners Bunker, Moore, Peccole, Whipple and His Honor voting aye; noes, none. GAMING APPLICATIONS Commissioner Whipple moved the following applications for renewal of gaming licenses for the Renewals second quarter of 1951 be granted: Albert Jensen TIVOLI TAVERN 126 North 1st Street 3 slots O. W. Glenn PEARL'S RESTAURANT 1039 South Main 1 slot Motion seconded by Commissioner Bunker and carried by the following vote: Commissioners Bunker, Moore, Peccole, Whipple and His Honor voting aye; noes, none. New Commissioner Whipple moved the following new applications for gaming licenses be granted: Southern Nevada Vending RIZZO'S ITALIAN RESTAURANT 1735 South 5th 2 slots Joseph Nosanchuck PATLESS LIQUOR STORE 1509 Fremont 2 slots Motion seconded by Commissioner Bunker and carried by the following vote: Commissioners Bunker, Moore, Peccole, Whipple and His Honor voting aye; noes, none. LIQUOR APPLICATION Commissioner Whipple moved the application of Isabella Orphan, Desert Snack Bar, 222 North Main Street for a Restaurant Beverage liquor license for the second quarter of 1951 be approved subject to investigation by the Police Department. Motion seconded by Commissioner Peccole and carried by the following vote: Commissioners Bunker, Moore, Peccole, Whipple and His Honor voting aye; noes, none. SEWER EASEMENT - Commissioner Whipple moved that the City is willing to accept a ten foot easement east of Assessment District Baltimore to 5th Street from Louis Du Bois if this easement is granted at no cost to the No. 200-3 City. Further the City will abandon any plans to vacate or open up that portion between the area east of Baltimore and 5th Street as a public street. Motion seconded by Commissioner Peccole and carried by the following vote: Commissioners Bunker, Moore, Peccole, Whipple and His Honor voting aye; noes, none.
