124 office at the pleasure of the Board of Commissioners and all vacancies occurring otherwise than by expiration of term shall be filled for the unexpired term, and be it further RESOLVED that the Board shall have the power, duty and auth­ority (a) To select on the 1st day of September, 1947, and annually on the 1st day of September of each year thereafter, from among their own number a Chairman and Secretary, and create and fill such other offices, as in their judgment they deem necessary, or they may assign the duties of two or more offices, excluding the Chairman, to one person; to prescribe the duties of its officers, and adopt such by­laws as it deems necessary for its own government and for the conduct of its business which shall be transacted at regular or special meetings called for that purpose, notice of which shall be given to each member. (b) The Board shall appoint a Recreation Director, whose appointment shall be subject to the approval of the Board of Commissioners and whose salary shall be fixed by said Board of Commissioners. The Recreation Director so selected shall be given a contract for one year. (1) The Recreation Director shall nominate all recreational appointments and said appointments shall be confirmed by the Recreational Board and submitted to the Board of Commissioners for their approval, and he shall perform such duties with respect to recreation in the City of Las Vegas as shall from time to time be given him by the Board. (c) To administer and supervise the recreational program of the City of Las Vegas, as adopted from time to time by the Board of Commissioners, and from time to time, recommend to said Board such measures for the improvement of said program as it may deem advisable for the promotion of the public health and welfare; to adopt rules and regulations deemed reasonably necessary for the government and prosecution of said program, subject to the approval thereof of the Board of Commissioners; to manage and operate the parks, playgrounds, swimming pools, camps and other recreational properties, areas, facilities and equipment belonging to the City of Las Vegas, and to operate and direct all the recreational activities conducted therein or in connection there­with, subject to all the laws and ordinances of the City of Las Vegas, Nevada; provided, however, that the Board shall have no power or authority at any time, or in any manner, to make any expenditure or incur any debt without the consent and approval of the Board of Commissioners, not shall any of its liabilities or obligations be deemed to be the liabilities or obligations of the City of Las Vegas, and said City shall not be responsible therefor without such consent or approval having been obtained. (d) To set up a budget covering the operation of all recreational activities to be carried on for the year, said budget to be submitted to the Board of commissioners for their approval on or before the 1st day of December, 1947, and on or before the 1st day of December of each and every year thereafter. And BE IT FURTHER RESOLVED, that the Board shall, annually, on the 2nd day of January of each year, and at such times as requested by the Board of Commissioners, prepare and submit to said Board a full, accurate and complete report of all its activities which shall include an inventory showing all equipment and supplies on hand and the condition and location of such equipment and supplies. DELINQUENT LICENSE Commissioner Whipple moved that the City Clerk be authorized to bill FEES landlords operating rental units in the City of Las Vegas for their city license together with trash collection fees for the year 1947. Motion seconded by Commissioner Moore and carried by the following vote: Commissioners Baskin, Moore, Whipple and His Honor Mayor Pro Tem Clark voting aye. Noes, none. Absent: Mayor Cragin. ORDINANCE NO. 337 Ordinance No. 337 having been first proposed and read by title to the Assessment Board of Commissioners on the 22nd day of August, 1947, and referred to commissioners Clark and Baskin for report at this time, and said committee having reported favorably on said Ordinance, the said Ordinance entitled, "AN ORDINANCE DECLARING THE DETERMINATION OF THE BOARD OF COMMISSIONERS OF THE CITY OF LAS VEGAS TO MAKE CERTAIN IMPROVEMENTS IN THE CITY OF LAS VEGAS BY INSTALLING COMPLETE STREET LIGHTING UNITS WITH PARKWAY CABLE AND STEEL STANDARDS ALONG CERTAIN STREETS AND PORTIONS OF STREETS IN THE CITY. PROVIDING THAT THE COST AND EXPENSE THEREOF SHALL BE PAID ENTIRELY BY SPECIAL ASSESSMENT DISTRICT HEREBY ESTABLISHED ACCORDING TO BENEFITS EXCEPT WHEREBY THE CHARTER OF THE CITY OF LAS VEGAS CERTAIN PORTIONS ARE REQUIRED TO BE PAID FROM THE CENTRAL FUND BY THE CITY OF LAS VEGAS OTHER MATTERS RELATING THERETO", was read in full to the Board for the first time. Thereafter, Commissioner Baskin moved that the foregoing Ordinance be approved on its first reading, Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Baskin, Whipple, Moore and His Honor Mayor Pro-Tem Clark voting aye. Noes, none. Absent: Mayor Cragin. DEPUTY CITY Commissioner Baskin moved that the appointment of Shirley as deputy TREASURER city treasurer, to be employed on a part time basis at $1.15 an hour and also to work in the city clerk's office part time on the same basis be approved. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Baskin, Moore, Whipple and His Honor Mayor Pro-Tem Clark voting aye. Noes, none. Absent: Mayor Cragin.
