of said proposed increase and the date of public hearing.. At the conclusion of such public hearing the application shall be granted or denied by the Board of City Commissioners. Notice of Application for a decrease in tolls shall be by publication in a local newspaper of general circulation once a week for four (4) consecutive weeks, the expense to be borne by applicant, and by giving the franchisee at least thirty (30) days written notice thereof prior to said public hearing. Said notice shall state the terms of said proposed decrease, and the date of public hearing. At the conclusion of such public hearing, the application shall be denied, or shall be ordered complied with. SECTION 2. This amendment shall be effective on September 1, 1951. ADOPTED AND APPROVED THIS 17th day of October. 1951. Motion seconded by Commissioner Bunker and carried by the following vote: Commissioners Bunker, Jarrett, Peccole, Whipple and His Honor voting aye; noes, none. PROPOSED ORDINANCE An ordinance entitled: AN ORDINANCE TO AMEND CHAPTER 36 OF THE CODE OF Traffic THE CITY OF LAS VEGAS, NEVADA, 1941, BY PROVIDING FOR THE IMPOUNDING OF VEHICLES FOR VIOLATIONS OF THE TRAFFIC CODE, AND PROVIDING FOR PAYMENT OF TOWAGE AND STORAGE CHARGES; BY DEFINING THE DUTIES OF DRIVERS OF COLLIDING VEHICLES, AND PROVIDING FOR REPORTS TO BE MADE TO THE POLICE DEPARTMENT, AND PROCEDURE TO BE FOLLOWED GENERALLY IN CASE OF ACCIDENT; BY ADDING A NEW SECTION PROVIDING THAT NO PERSON SHALL DRIVE UPON A STREET AT SUCH A SLOW SPEED AS TO IMPEDE THE NORMAL MOVEMENT OF TRAFFIC; AND BY ADDING A NEW SECTION PROVIDING THAT NO PERSON SHALL OPEN OR CLOSE VEHICLE DOORS INTO MOVING TRAFFIC, MAKING THE VIOLATION OF THIS ORDINANCE A MISDEMEANOR, AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH, was read by title and referred to Commissioners Jarrett and Whipple for study and recommendation. ASSESSMENT DISTRICT Commissioner Peccole moved that pursuant to the recommendation of the NO. 200-3 City Engineer and City Manager the performance bond filed by Wells Cargo Inc. on Assessment District No. 200-3 being Bond No. 1,304,325, Nation Surety Company in the total amount of $44,303.19 be released. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Bunker, Jarrett, Peccole, Whipple and His Honor voting aye; noes, none. RESOLUTION ACCEPTING DEED On motion of Commissioner Peccole, duly seconded by Commissioner Jarrett, and carried unanimously, the following Resolution is adopted, and order R/W Spur Track into Nellis made: Air Force Base BE IT RESOLVED this 18th day of October, 1951, by the Board of Commissioners of the City of Las Vegas, County of Clark, State of Nevada, that the deed, dated the 3rd day of June, 1941, executed by the Pasadena Home for Aged, 2380 North El Molino Avenue, Altadena, California, to the City of Las Vegas, County of Clark, State of Nevada, and that the real property described therein be, and is hereby accepted, for the pur­poses and intentions as therein set forth; and BE IT FURTHER RESOLVED, that a copy of this Resolution be attached to said deed, and that the same be recorded in the office of the County Recorder of the County of Clark, State of Nevada, and filed in the records of this Board. QUITCLAIM DEED Commissioner Peccole moved a quitclaim deed to the Pasadena Home for Aged, 2380 North El Molino Avenue, Altadena, California be approved and the Mayor and City Clerk authorized to sign same. Motion seconded by Commissioner Jarrett and carried by the following vote: Commissioners Bunker, Jarrett, Peccole, Whipple and His Honor voting aye; noes, none. PARADISE VILLAGE At this time Mr. R. J. Kaltenborn appeared before the Board and requested permission to obtain building permits for six dwellings in Paradise Village Tract No. 3, the actual construction being already in progress. Commissioner Whipple moved that this request be granted and the building permits issued. Motion seconded by Commissioner Bunker and carried by the following vote: Commissioners Bunker, Jarrett, Peccole, Whipple and His Honor voting aye; noes, none.
