Jeffers: Los Angeles* March 29* 1929 9215-355 Kindly be referred to your copy of Joint telegram February 25th, file K-13 and A-70, which Mr. Robertson and I sent Mr. Gray, in regard to sale by the Railroad Company, rather than the Las Vegas Land and Water Company, of water to lessees locating in our new industrial district at Las Vegas, particularly that part of telegram referred to deal­ing with basic rate to be charged for water sold and which was approved for temporary use per Mr. Gray*s telegram of February 26th, file G-194, copy of which you also have. I have had our Law Department prepare a form of water agreement, two copies of which are enclosed herewith for your review and approval. In view of the fact that we have now entered into four or five industrial leases at Las Vegas, and will be called upon to supply water to such lessees within the very near future, or as soon as they have erected their buildings and are ready to commence operations, I should like to suggest, If consistent, desirability of printing a small supply of the agreement, following the form of draft herewith enclosed, so that more expeditious handling may be had; further, I should like your authority to permit us to commence water service when applied for as soon as the lessee has signed the agreement, without necessity of awaiting execution of same upon the part
