Thomas Southern Pacific Company 43 Sierra Street Reno, Nevada Dear Mr. Thomas: I have Just been advised that the Las Vegas Valley Water District, through their bond attorneys, are going to prepare and introduce a validating act at the coming spe­cial session of the Nevada Legislature, the purpose of which is to validate all the proceedings leading up to and including the bond election. There was some talk of bringing a friendly suit on this subject, but they were afraid they might make some bad laws, so they thought they might clear Up the situation in part by the introduction and passage of this act. I do not know anything about the provisions of the proposed act as yet, but you will undoubtedly recog­nize it when it appears, and Mr, Coulthard will, of course, be at the session and you can talk to him about it. I understand that under the Nevada Constitution the Governor can, in addition to any measures in his formal call, submit such other matters as he thinks are necessary. I would appreciate if you would work with Mr. Coulthard to facilitate the passage of this validating act as we are very anxious to have it passed at this spe­cial session. Yours very truly, E. E.
