PUBLIC HEARING Appeal of Variance- Denial Kathryn & Andrew Bruner ASSESSMENT DISTRICT No. 100-25 Construction Bids Opened Bid No. 54.31 Fertilizer Bid No. 54.32 Seed North 9th Street School Protests STREET GOSPEL MEETINGS Approved Las Vegas, Nevada September 22, 1954 (CALL OF SPECIAL MEETING) A special meeting of the Board of Commissioners of the City of Las Vegas, Nevada, held this 22nd day of September, 1954, was called to order at the hour of 7:30 P.M. by His Honor Mayor Baker with the following members present: Mayor C. D. Baker Commissioner Wendell Bunker Commissioner Rex. A. Jarrett Commissioner Reed Whipple City Attorney Howard Cannon Asst. City Manager Robert W. Notti City Engineer George E. Wade City Clerk Shirley Ballinger Absent: Commissioner Harris P. Sharp City Manager George Rounthwaite This being the time heretofore set for the public hearing on appeal of Andrew and Kathryn Bruner of the denial of their application for variance to permit the construction of an additional roon and three additional rental units in addition to units which exist on Lots 19 and 20, Block 20, Las Vegas Original Townsite, the matter was considered by the Board. His Honor asked if there were any objections to this variance. There were not any voiced. Mr. Bruner appeared and explained the type of structure he wished to erect. He requested favorable consideration by the Board. It was explained to Mr. Bruner that the zone that he was in allowed the erection of a maximum of four units, and it was suggested that he construct this number. Considerable discussion followed. Thereafter Mr. Bruner requested that his application for variance be withdrawn. This being the time set for the opening of the construction bids for installation of improvements in Assessment District No 100-25, bids were received from the following firms: GALLAND ELECTRIC $56,655.42 51,165.42 HARRY F. BREWER 47,055.58 MEL DENNETT ELECTRIC 56,857.00 51,001.00 MIDLAND CONSTRUCTORS 62,367.00 ACME-COLLINS ELECTRIC 57,308.10 SHOCK ELECTRIC 54,740.62 NEVADA ELECTRIC 41,586.72 REYNOLDS ELECTRIC 48,592.90 42,444.10 Thereafter Commissioner Bunker moved the foregoing bids be referred to the City Engineer and City Manager for tabulation and recommendation. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Bunker, Jarrett, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Sharp. At this time Assistant City Manager R. W. Notti recommended that the bid of Clark County Wholesale on Bid No. 54.31 for the furnishing of fertilizer to the Park Department be accepted. Commissioner Jarrett moved that Bid No. 54.31 be awarded to Clark County Wholesale in the total amount of $2,662.00. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Bunker, Jarrett, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Sharp. Assistant City Manager R. W. Notti recommended that the low bid of Clark County Wholesale on Bid No. 54.32 for the furnishing of seed to the park department be accepted. Commissioner Whipple moved that Bid No. 54.32 be awarded to Clark County Wholesale in the total amount of $3,856.88. Motion seconded by Commissioner Bunker and carried by the following vote: Commissioners Bunker, Jarrett, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Sharp. A group of property owners in the three hundred block of North 9th Street appeared at this time in support of their petition of protest on the establishment of a school for retarded children at 310 North 9th Street. Considerable discussion followed, but the property owners were advised that this was the proper zone for such an enterprise and there was nothing the Commission could do to prevent its establishment. Mr. Carstensen, Mr. Rippel and Mr. Abercrombie spoke in protest. Mr. Henry Rippel appeared at this time and requested permission to conduct gospel meetings on the streets during the evening. Commissioner Bunker moved that Mr. Rippel's request be granted so long as he does not create a traffic hazard or impede sidewalk travel. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Bunker, Jarrett, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Sharp. 9-22-54
