    NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of the City of Las Vegas at a regular meeting thereof, held on the 7th day of February, 1951, that the Assess­ment Roll heretofore prepared be and the same is hereby annulled. BE IT FURTHER RESOLVED that the County Assessor, the Ex-officio City Assessor be and he is hereby directed to prepare a new assessment roll in the amount of $248,105.00. Motion seconded by Commissioner Moore and carried by the following vote: Commissioners Bunker, Moore, Peccole, Whipple and His Honor voting aye; noes, none. EMERGENCY ORDINANCE An ordinance entitled: AN EMERGENCY ORDINANCE TO AMEND SECTION 4 OF EMERGENCY ORDINANCE NO. 450 NO. 440 ENTITLED: "AN EMERGENCY ORDINANCE CREATING STREET IMPROVEMENT ASSESSMENT DISTRICT Assessment District NO. 100-2; PROVIDING FOR THE IMPROVEMENT OF DESIGNATED STREETS AND PARTS OF STREETS THEREIN; No. 100-2 PROVIDING FOR SPECIAL ASSESSMENTS ACCORDING TO BENEFITS TO DEFRAY THE STATED ENTIRE COST THEREOF; DIRECTING THE PREPARATION OF AN ASSESSMENT ROLL AND THE REPORTING OF THE SAME TO THE BOARD OF COMMISSIONERS; PROVIDING FOR FILING OF SAID ROLL WITH CITY CLERK; PROVIDING A TIME AND PLACE TO REVIEW SAID ASSESSMENTS AND NOTIFICATION THEREOF, PROVIDING FOR THE NOTIFICATION THEREOF; PROVIDING FOR THE CORRECTION AND/OR CONFIRMATION AND APPROVAL OF SAID ROLL THEREAT OR THEREAFTER; PROVIDING FOR THE INDORSEMENT ON SAID ROLL OF SAID CON­FIRMATION AND APPROVAL; PROVIDING FOR THE DELIVERY OF SAID APPROVED ROLL TO THE EX-OFFICIO CITY ASSESSOR; PROVIDING THAT SAID ASSESSMENTS SHALL CONSTITUTE A LIEN; PRESCRIBING THE METHOD OF PAYING SAID ASSESSMENTS AND THE INTEREST THEREON; PROVIDING FOR THE DISPOSITION OF SAID ASSESSMENTS; DIRECTING THE NOTIFICATION BY MAIL WHEN AND WHERE SAID ASSESSMENT IS DUE AND PAYABLE; RATIFYING, APPROVING AND CONFIRMING ALL ACTION HERETOFORE TAKEN TO- WARD IMPROVING SAID STREETS AND PARTS OF STREETS IN SAID DISTRICT, TOWARDS ITS CREATION AND TOWARD LEVYING AND EFFECTING SPECIAL ASSESSMENTS; PROVIDING OTHER MATTERS RELATING THERETO; AND DECLARING AN EMERGENCY.", was read in full to the Board. Commissioner Moore moved the foregoing entitled Ordinance No. 450 be adopted. Motion seconded by Commissioner Bunker and carried by the following vote: Commissioners Bunker, Moore, Peccole, Whipple and His Honor voting aye; noes, none. WESTLEIGH TRACT NO. 2 Commissioner Whipple moved the final map on Westleigh Tract No. 2 be approved and the Final Map Mayor and City Clerk authorized to sign same. Motion seconded by Commissioner Bunker and carried by the following vote: Commissioners Bunker, Moore, Peccole, Whipple and His Honor voting aye; noes, none. PROPOSED ORDINANCES Commissioners Bunker and Peccole, committee for report on the proposed ordinances amend- Race Horse Book ing ordinances on Race Horse Book and Race Horse Book wire service asked for additional Race Horse Wire Service time before reporting. PROPOSED ORDINANCE An ordinance entitled: AN ORDINANCE TO AMEND ORDINANCE NO. 446 OF THE CITY OF LAS VEGAS Regional Planning ENTITLED: "AN ORDINANCE TO AMEND SECTIONS 1 and 2 OF ORDINANCE NO. 360 OF THE CITY OF Commission LAS VEGAS ENTITLED: "AN ORDINANCE ESTABLISHING A REGIONAL PLANNING COMMISSION AND AUTHOR­IZING THE BOARD OF COMMISSIONERS OF THE CITY OF LAS VEGAS, CLARK COUNTY, NEVADA, TO COLLA- BORATE WITH THE GOVERNING BODIES OF INCORPORATED CITIES IN CLARK COUNTY, NEVADA, AND THE BOARD OF COUNTY COMMISSIONERS OF CLARK COUNTY, NEVADA, FOR THE CREATION OF A REGIONAL PLANNING COMMISSION."
