    SECTION 8. That all ordinances or resolutions, or parts thereof, in conflict with the provi­sions of this ordinance, are hereby repealed. This repealer shall not be construed to revive any ordinance, nor resolution, or part thereof, heretofore repealed. SECTION 9. That if any one or more sections, sentences, clauses or parts of this ordinance shall, for any reason, be questioned or be held invalid, such judgment shall not affect, impair or invalidate the remaining provisions of this ordinance, but shall be confined in its operation to the specific sections, sentences, clauses or parts of this ordinance so held unconstitutional and invalid, and the inapplicability and invalidity of any section, sentence, clause or part of this ordinance, in any one or more instances shall not affect or prejudice in any way the applicability and validity of this ordinance in any other instances. SECTION 10. That by reason of the fact that the sewers of the City of Las Vegas are inade­quate to meet the present and future needs of the City and its inhabitants and that it is necessary immediately to raise funds to install said sewers, therefore, it is hereby declared that an emergency exists, and that this ordinance is necessary, for this immediate preservation of the public peace, health and safety. SECTION 11. That the City Clerk and Clerk of the Board of Commissioners of the City of Las Vegas, shall cause this ordinance to be published once a week for two successive weeks immediately following its final reading and adoption, in the Las Vegas Sun, a daily newspaper published in said City. GREENSPUN NOTARY PUBLIC IN AND FOR CLARK COUNTY, NEVADA My Commission Expires March 17, 1960 ORDINANCE NO. 706 AN ORDINANCE TO AMEND SECTION 1 OF ORDINANCE NO. 559, ALSO KNOWN AS CHAPTER 36, SECTION 4l, CODE OF US VEGAS, NEVADA, 1949 AS AMENDED, BY PROVIDING FOR SPEED LIMITS ON THE PU3LIC STREETS AND ALLEYS WITHIN THE CITY; TO AMEND CHAPTER 36, SECTION 39 DEALING WITH THE RIGHT OF WAY ON PUBLIC STREETS; PROVIDING FOR PENALTIES FOR THE VIOLATION OF THIS ORDINANCE; PROVIDING FOR OTHER MATTERS PROPERLY RELATED THERETO; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH. The Board of Commissioners of the City of Las Vegas do ordain as follows: SECTION 1. Section 1 of Ordinance No. 559, which amended Chapter 36, Section 4l, Code of Las Vegas, Nevada, 1949, is hereby further amended to read as follows: It shall be unlawful for ary person to ride, drive, or propel any vehicle at a rate of speed greater than fifteen (15) miles per hour during school hours on streets adjoining school grounds occupied by a school building; or to propel any vehicle at a rate of speed greater than fifteen (15) miles per hour within any street intersection of any of the streets in the City, except on a through street or a street with traffic control signals, or to propel any vehicle at a rate of speed greater than fifteen (15) miles per hour on any alley within the City unless such alley because of congested traffic, both vehicle and pedestrian, is posted by the Chief of Police at a slower rate of speed; or to propel or drive any vehicle at a rate of speed exceeding thirty-five (35) miles per hour along San Francisco Avenue East from Burnham Avenue to the Boulder Highway, and along the Boulder Highway East to the East City Limits; or to propel or drive a vehicle at a rate of speed exceeding twenty-five (25) miles per hour on any other street or highway within the limits of the City except as hereinabove provided.
