CALL TO ORDER CSUN Senate President Greg Bailey called Senate Meeting 19-13 to order at 4:03pm. II. Approval of Senate Minutes 19-12 Motion to approve by Senator DeMars. Seconded by Senator Kurzer. Call for a vote. Motion carried, unanimously. IV. Announcements CSUN President Steve Evenson mentioned that the trip to Reno was productive. One item of business in Reno was having sales tax on textbooks taken off. ABSENT Senator Geihs (unexcused) Senator Newberry (excused) UNIVERSITY OF NEVADA, LAS VEGAS/4505 MARYLAND PARKWAY/LAS VEGAS, NEVADA 89154/(702) 739-3477 Senate Minutes 19-13 Page 2 03/02/89 CSUN President Steve Evenson felt that all the candidates were doing a good job running for office. He mentioned that employees need to get their pay sheets in on time. He felt that there should be no problems with the Executive Board elections. CSUN Vice President Dick Hubbell mentioned that there was a need for volunteers to work the booth at the Thomas and Mack. CSUN Senate President Pro Tempore Gina Polovina announced that she still had two openings on the boards and committees. See her for more information. CSUN Senate President Greg Bailey mentioned that there would be a constitution revisionment concerning the CSUN expenditures. CSUN President Steve Evenson mentioned that he spoke to the bylaws committee for the Arts and Letters college. He mentioned that a CSUN representative should be sitting on each of the college's Bylaws Committees. He gave the CSUN expenditures report. Motion by CSUN President Steve Evenson to move out of the order of the day and into item E. of New Business. Seconded by CSUN Senate President Pro Tempore Gina Polovina. Call for a vote. Motion carried, unanimously. VIII. New Business E. Discussion of Choral Ensemble going to Mexico Trip. Motion by CSUN President Steve Evenson to discuss for no more than fifteen minutes. Seconded by Senator Menez. Call for a vote. Motion carried with eighteen in favor, and one opposed (Kurzer) no abstentions. Senate Minutes 19-13 Page 3 03/02/89 David Wyler addressed the Senate as a representative from the UNLV Choral Ensemble. There was discussion. Motion by CSUN President Steve Evenson to approve the UNLV Choral Ensemble $600 out of the 900 account. Seconded by Senator Benneman. Objection by Senator Kurzer. Call for a vote on the override of the objection. Motion overridden with thirteen in favor, five opposed, and no abstentions. Motion by CSUN President Steve Evenson to limit debate for seven minutes. There were multitudes of seconds. Call for a vote. Motion carried, unanimously. There was discussion. Call for a vote on approve the main motion of $600 for the UNLV Choral Ensemble to come out of the 9 00 account. Motion carried with thirteen in favor, five opposed, and no abstentions. V. Board and Committee Reports CSUN Business Manager Barbara McFarland mentioned that she hoped that the Senate would approve the Stress Management class for $80.00 for herself and Joyce Garcia to attend. CSUN Vice President Pro Tempore Jeff Geihs left the meeting without a point of personal privilege. Senator Valenti proxied for the Entertainment and Programming Board. She mentioned that at 12:3 0pm on Monday would be a EnP meeting. Senate Minutes 19-13 Page 4 03/02/89 NSA proxy Senator Menez mentioned that the NSA assistant was at the Thomas and Mack manning the booth. Senator Menez also gave her OPI report. She mentioned that she was disappointed at the amount of senators who voluteered to manage the booth at the Thomas and mack. She mentioned that OPI is planning to purchase t-shirts for the senators. Senator Elliott gave her report for the Bylaws committee. She mentioned that at her last meeting she didn't have guorum. Ray Frankulin Appropriations Board Chair mentioned that he had a meeting last Tuesday, but had no quorum. He mentioned that he needed to get the approval of funding through the Appropriations Board before the next Organizations Board meeting. Jan Nicosia, editor of the video yearbook mentioned that the yearbook would be sold in the bookstore on Monday. NSA Director Michelle Saunders announced that the trip to Reno was productive. KUNV Director, Rob Rosenthal mentioned that J.P. would be leaving today for Alaska. Brett Greene will be helping out in J.P.'s job. Yellin' Rebel Editor Mike Keller announced that there were still thirteen more issues to go. He also mentioned that he would not be putting an issue out for March 17th since it is so close to Springbreak. Joe DeMarco, Food and Beverage Manager mentioned that he still needs to know the dates for Springfest so that he can plan for the event. He also mentioned that he needed bartenders. Phil DaQuino mentioned that tomorrow he will be leaving for Berkley for the SHAC conference. Melanie Rosenberg will be running tomorrow's SHAC meeting at 3pm. There will be a Publications Board meeting on March 10th; they will be appointing a vice chair for the board. Senate Minutes 19-13 Page 5 03/02/89 VI. Executive Board Nominations A. Approval of Jamal Francis Allen to the College of Arts and Letters Dean's Search Committee. Motion by CSUN President Steve Evenson to move out of order of the day and into item K. on New Business. Seconded by CSUN Senate President Pro Tempore Gina Polovina. There was an objection by Senator Kurzer. Motion by CSUN President to override Senator Kurzer's objection. Seconded by Senator Elliott. Call for a vote. Motion carried with seventeen in favor, one opposed (Kurzer) and no abstentions. K. Approval of Bowling Club for $2100 to attend the Region Sectionals in Portland Oregon. Motion to discuss for no more than ten minutes by CSUN President Steve Evenson. Seconded by CSUN Vice President Dick Hubbell. Call for a vote. Motion carried, unanimously. A representative from the Bowling Club addressed the Senate. There was discussion. Motion by CSUN President Steve Evenson to amend the main motion to read and approve $100 for the Bowling Club to attend Region Sectionals in Phoenix to come out of the 900 account. Multitude of seconds. Call for a vote. Senate Minutes 19-13 Page 6 03/02/89 Motion carried, unanimously. VII. Unfinished Business A. Approval of Senate Bill Motion to approve by Senator Menez. Seconded by CSUN Senate President Pro Tempore Gina Polovina. There was discussion. Motion by CSUN President Steve Evenson to have Senate Bill #lf- referred back to the Bylaws Committee for further review. Seconded by Senator Kurzer. Call for a vote. Motion carried, unanimously. Senator Kurzer motion to move out of the order of the day and approve item C. of New Business. This motion was not accepted by the CSUN Senate President Greg Bailey. A. Approval of $56.00 for U. Magazine to come out of the 9 04 account. Motion to approve by CSUN Senate President Pro Tempore Gina Polovina. Seconded by Senator Rosenberg. There was discussion. Call for a vote. Motion by CSUN President Steve Evenson to Discuss the termination of Trinity Reda as Video Yearbook Editor assistant for no more than five minutes. Seconded by CSUN Senate President Pro Tempore Gina Polovina. There was discussion. C. Approval of $3 59.2 0 for Rob Rosenthal to attend 19 8 9 Federation of Community Broadcasters Conference on May 13 - 17, 1989. Motion to approve $233.20 for Rob Rosenthal to attend 1989 federation of Community Broadcasters Conference on May 13-17, 1989 to come out of the 9 01 account, by Senator Menez. Seconded by Senator Elliott. There was discussion. Call for a vote. Motion carried, unanimously. D. Discussion/Action of fee waivers and stipends for Entertainment and Programming Assistant Directors. Motion by CSUN President Steve Evenson to limit discussion for no more than ten minutes. Seconded by CSUN Senate President Pro Tempore Gina Polovina. Call for a vote. Motion carried, unanimously. Motion by CSUN President Steve Evenson to approve twelve credits each fee waiver and $75 each a month stipend for the Assistant Entertainment and Programming Directors. Motion by CSUN Senate President Pro Tempore Gina Polovina. Seconded by Senator Bauhs. Call for a vote. Motion carried, unanimously. G. Nominations/Elections on vacant Business and Economics Seat. (1) CSUN President Steve Evenson nominated Mike Bosma as a candidate for the vacant Business and Economics Seat. Senator Polovina nominated Rick Gillett as a candidate for the vacant Business and Economics Seat. Motion by Senator Kurzer to close nominations and waive bylaw 4. Seconded by Senator Rosenberg. Call for a vote. Motion carried, unanimously. Motion by Senator Kurzer to have each of the candidates speak for no more than two minutes afterwhich the senate can have a Q and A session, afterwhich there will be a roll call vote, at the top vote getter retains the vacant seat of the Business and Economics College. Senator Hoferer left the Senate Meeting. Mike Bosma addressed the Senate. There was discussion. Rick Gillett addressed the Senate. There was a discussion. Call for a roll call vote. Approval of $8 0 for CSUN Secretary Joyce Garcia and CSUN Business Manager Barbara McFarland to attend a stress Management Seminar. (To come out of the 900 account). M. Approval of reimbursement for Melanie Rosenberg for Lodging on Texas Trip to Student Government Conference in the amount of $244.00. To come out of the 9 00 account. N. Approval of CSUN Vice President Dick Hubbell to attend college fair in San Bernadino for $80.00. To come out of the 9 00 account. Abstentions Kurzer Menez 0. Approval of transfer of funds from the 904 account to the day care center account in the amount of $8750. Senate Minutes 19-13 Page 10 03/02/89 Seconded by Senator Kurzer. There was discussion. Without objections from the Senate items H., M., N.; 0., were approve by unanimously acclamation by the CSUN Senate President Greg Bailey. 1. Approval of Senate Resolution 19-2. Motion by CSUN President Steve Evenson. Seconded by Senate President Pro Tempore Gina Polovina. There was discussion. Call for a vote. Motion carried, fifteen in favor, no opposed, and one abstention (Kurzer). J. Introduction of Senate Bill CSUN President Steve Evenson motion to refer this legislation to the Bylaws Committee for further review. There were no objections from the Senate. L. Formation of Ad Hoc Constitution Revisionment Committee for revision of article 6c #4 subletter f. Motion by CSUN Vice President Dick Hubbell to form the revisionment committee with two members from the Bylaws Committee, two CSUN Senators, and one CSUN general student; CSUN Vice President Dick Hubbell would be the chair of this committee. The following members would be on the board: two bylaws members: Gina Polovina, Mario Menez; two CSUN Senator: Kurzer, Bauhs; and one general student: Mike Bosma. Seconded by Senator Kurzer. Call for a vote. Motion carried, unanimously. Senate Minutes 19-13 Page 11 03/02/89 IX. Open Discussion Senator Kurzer mentioned that the Senate is starting to set a dangerous precedence. Senator Bauhs congratulated Rick Gillett. Senator Zielinski congratulated Rick Gillett. Senator Colebrook mentioned that he was disappointed at the consistency of the voting on the UNLV Choral Ensemble. Senator Swank mentioned that organizations can ask for what they would like but it is up to the Senate to give want they feel the need. Senator Wilcox agreed with Senator Swank. He congratulated Rick Gillett. Senator Rosenberg thanked everyone for approving the money put out for the lodging in Texas. She congratulated Rick Gillett. Senator Valenti congratulated Rick Gillett. Rick Gillett thanked everyone how voted for him. Senator Benneman congratulated Rick Gillett. He mentioned that when funding a group one needs to look at the circumstances individually. Senator Kershaw congratulated Rick Gillett. Senator Melchiorre congratulated Rick Gillett. Senator DeMars congratulated Rick Gillett. He felt that CSUN Senate President Greg Bailey did a good job in running the meeting today. Senator Elliott mentioned that she would have a Bylaws Meeting on Tuesday or Wednesday. She congratulated Rick Gillett. Senate Minutes 19-13 Page 12 03/02/89 Senator Menez mentioned that she resented the comment that Senator Rosenberg made in regards to senators not reading their Senate Handbooks; she's mentioned that she did read hers. She upset that when she attends meetings that there is not quorum, because nothing gets accomplished. Senator Ozkan apologized for not attending his committee meetings. CSUN Senate President Greg Bailey announced that Senator Jeff Geihs was considered unexcused from the Senate Meeting. CSUN Vice President Dick Hubbell wished the best of luck to the candidates running for office. He mentioned that the election results would be be on Channel 3 News at 11pm. CSUN President Steve Evenson mentioned that anyone who wanted to help count ballots were needed. He felt that the directors in the office were doing a good job. CSUN Senate Greg Bailey inquired who stole the white extension cord. He mentioned that attendance at committee and board meetings is important. He also gave his sports commentary on the Fresno game.
