Lancaster: Referring to your letter of July 24th, file D 386-4, regarding taxes chargeable to Las Vegas Land and Water Company under Contract Audit No. 7322 relative to water furnished Las Vegas Land and Water Company at Las Vegas by the Railroad: It is my opinion no change should be made in the basis of computing this tax: (which enters into the rental for use of water facilities charged Las Vegas Land and Water Company) at the present time. It should be understood the charge for taxes currently made at the rate of $1.75 per $100.00 of valuation of the Railroad water facilities is of necessity an arbitrary charge since the exact amount of taxes levied on water or other operating property of the Railroad in Nevada cannot be ascertained.
