It is almost impossible to keep easements clear of* obstructions so that ready access can be had to the main and services for repairs and replacements. After a few years they are usually found to be covered with garages, fences, and other structures, and completely inaccessible. This is particularly troublesome when meters are used. 6. Subdivider to post bond, before any water service is furnished, to guarantee completion of the mains and services in the subdivision, end to guarantee against defective materials end workmanship for a period of one year after completion. Bond to guarantee completion intended to prevent a subdivider from partly completing the main installation and then abandoning further development because of financial difficulties or a falling market for houses, leaving the District with dead end mains and other undesirEble conditions. One of the greatest sources of trouble ia improper backfill which will usually show up within a year, either in the form of excessive settlement or ms in breaks. MAIN EXTENSIONS FOR INDIVIDUALS 1. All main extensions to serve individual customers to be installed at the expense of the customer, the installation to be made either by the District or the customer, as the latter may elect. The rules of the present Company provide for free extensions up to fifty feet. However it appears that they have never had occasion to make such an extension for some years at least. The danger of such a rule is that the utility can be required to extend mains for considerable distances at its own expense, if a group of property owners gets together and properly times requests. Provision for extensions by the District is included, since many individual customers, unlike subdividers, are not in a position to get plane prepared and a contract let for the work. The ten percent additional charge provided for in 6 below will cover the cost to the District. 2. Where the installation is to be made by the customer, the plane and specifications and the main size are to be approved by the District and the work to be done to the satisfaction of the District.
