    Motion seconded, by Commissioner Sharp and carried by the following vote: Commissioners Fountain, Sharp, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Bunker. CARNIVAL PERMIT Commissioner Fountain moved the request of the Second Baptist Church to hold a Second Baptist carnival from April 3rd through April 7th at "H" and Revere Streets be approved Church subject to compliance with Police and Fire regulations. Motion seconded by Commissioner Sharp and carried by the following vote: Commissioners Fountain, Sharp, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Bunker. PROPOSED ORDINANCE Commissioner Sharp, member of the committee for recommendation on the proposed Solicitations amendment to the Charitable Solicitations ordinance, requested additional time before reporting. At the hour of 8:30 P.M. the meeting recessed and reconvened at the hour of 8:50 P.M. with all members present as of the opening session. TAXI APPLICATIONS The Commission considered the application of Edward Christmas for license for the North Las Vegas North Las Vegas Cab Co., formerly issued to Jack White. City Manager Kennedy Cab Co. reported ported that the permit granted to this company by the Public Service Commission has not been received. Commissioner Sharp moved this application be held pending receipt from the Public Service Commission of a copy of the North Las Vegas Cab Co. permit. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Fountain, Sharp, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Bunker. Desert Cab Co. Commissioner Sharp moved the application of Bayne Simpson for a license for the Desert Cab Company be held in abeyance until the next regular meeting on April 16, 1958. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Fountain, Sharp, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Bunker. SILL'S DRIVE INN Mr. Spartman and Mr. Cosper appeared before the Commission concerning the problem Building Permit with regard to the proposed plans for remodeling of Sill's Drive Inn. After considerable discussion it was suggested that these gentlemen contact the City Manager regarding the problem of parking. SEWAGE TREATMENT City Manager Kennedy presented Part "B" of the application for the offer and acceptance PLANT of a Federal Grant for sewerage treatment plant works. Federal Funds Commissioner Fountain moved the Mayor be authorized to sign Part "B" of the application for grant of funds on the Sewage Treatment Plant. Motion seconded by Commissioner Sharp and carried by the following vote: Commissioners Fountain, Sharp, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Bunker. REHABILITATION FARM City Manager Kennedy requested permission to secure bids for the irrigation system Irrigation System at the Rehabilitation Farm. He reported that the Engineer's estimate on this project is $12,000.00. Commissioner Fountain moved that bids be advertised for the irrigation system for the Rehabilitation Farm. Motion seconded by Commissioner Sharp and carried by the following vote: Commissioners Fountain, Sharp, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Bunker. CURB, GUTTER & The City Manager requested permission to secure bids for the installation of curbs, SIDEWALK INSTALLATION gutters and sidewalks in back of the Police Station and the property on 2nd and Mesquite owned by the City. Mr. Kennedy also asked for permission to install curb and gutter north on 2nd Street to the point where the curb in front of the State Building ends. Commissioner Sharp moved the City Manager be authorized to advertise for bids for the installation of this curb, gutter and sidewalk. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Fountain, Sharp, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Bunker. TELETYPE AGREEMENT City Manager Kennedy presented an agreement for a County Network Teletype System, with Clark County, North Las Vegas and Henderson. Mr. Kennedy stated that the Police Department is presently on the California system and is paying $54.00 per month for this service. This new agreement will increase the cost to $69.91. Commissioner Sharp moved the agreement with the County, North Las Vegas and Henderson for teletype service be approved and the Mayor and Clerk authorized to sign same. Motion seconded by Commissioner Fountain and carried by the following vote: Commissioners Fountain, Sharp, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Bunker. SOLICITORS LICENSE Mr. Kennedy presented the request of the Keystone Readers for reduction of the Request for Reduction solicitors license fee and waiver of the Police investigation fee. The City Manager stated that the City Attorney has advised that the investigation fee cannot be waived. The Commission instructed the City Manager to advise the Keystone Readers to resubmit their request for reduction of license after they have been investigated by the Police Department. 4-2-58
