I attach a letter from Mr. Armstrong December 23, relative to water service for our tenants in the vegetable sheds, Los Angeles. You will note the city has declined to handle the installation of meters and collection for water direct with the tenants, and I shall appreciate your advice if as a matter of law the city can give service connections only at the property line.
