Roberts Fire & Sanitary Engineer UNION PACIFIC RAILROAD CO. 1416 Dodge Street Omaha 2, Nebraska Gentlemen: Part 72 (Interstate Quarantine) of the PHS Regulations requires the Surgeon General to approve water supplied for use on conveyances engaged in interstate traffic. In most instances, inspections and recommendations are made by state health departments as they discharge their public water supply surveillance responsibilities. However, in the case of your supplies at East Los Angeles and Yermo, the California State Department of Public Health, Bureau of Sanitary Engineering, has notified us they are not public water supplies as defined by the_state_ 'jg^pure water act and thus are not subject to its jurisdiction. ” d / A copy of the pertinent sections of the Interstate Quarantine Regulations is enclosed for your information. To discharge the responsibilities imposed by the regulations, the Surgeon General has made surveys of the supplies and certain chemical, physical and bacteriological analyses a requirement for approval. At East Los Angeles and '"Yermo the surveys will be made by Public Health Service representatives or designees but the operator is responsible for the analytical work. Our records indicate you should arrange a chemical analysis for all those constituents for which limits are set in Subpart J, Drinking Water Standards and for two bacteriological analyses per month at East Los Angeles and Yermo. All analyses should be performed according to procedures outlined in Standard Methods for the Examination of Water and Wastewater, 11th Edition, American Water Works Association, 2 Park Avenue, New York, New York. The bacteriological sampling is an essential prerequisite to certification and you should make certain it continues without interruption. Analyses should be performed in one of the approved laboratories on the attached list• In addition to having this work done, you should arrange for the laboratory to send copies of all analytical results to: Regional Health Director U.
