S-B. Real Estate Subdivisions. Water main extensions to and/or in real estate subdivision, will be constructed, owned and malntalned(by the Company^under special oontract only when the entire cost of such extension is advanoed to the Company. The amount advanced will be subject to refund, without interest, as provided for in Rule 9-A provided that such refunds shall be made to the party making the advance.
