Bracken: Confirming our conversation date and referring to your recent letters in regard to the present water situation at Las Vegas. at Las Vegas at an early date to go with you before: the city officials, for the purpose of a candid discussion with them of the conditions contributing to water short­age in the town, nevertheless, I believe it very desir­able that you personally lay the matter before Chairman Harmon, of the Nevada Public Service Commission. He is entirely familiar with local conditions in Las Vegas. In his capacity as Chairman of the Commission, he undoubtedly could be very helpful, if not in his official capacity, then in a personal way, by forcibly directing to the attention of the city authorities, the necessity for adopting an effective sprinkling ordinance. There is no reason why sprinkling of lawns, trees, gardens, etc., should not be prohibited in Las Vegas between say 8:00 Am and 6:00 PM. This sort of an ordinance is enforced regularly in much larger communities than Las Vegas, and where the per capita consumption of water per day is much less. In fact, I think you should emphasize in your letter to Mr. Harmon, the very high per capita consumption that exists in Las Vegas during the months of July and August, particularly. all needs in the town of Las Vegas, if some reasonable effort is made to conserve it and to shut off sprinkling during the day time.
