    One-Half (S½) of the South One-Half (S½) of the Southwest One-Quarter (SW¼) of the Southeast One-Quarter (SE¼) of Section 35; thence North 89°49'00" West along the afore­mentioned North line a distance of 664.5 feet more or less to the Northeast corner of Lawrence Love Tract as shown by map thereof In Book 3 of Plats, page 9, as recorded In the Office of the County Recorder of Clark County, Nevada; thence South 0°24'30" West along the East line thereof a distance of 144.15 feet to the southeast corner of Lot 10; thence North 89°53'54" West along the North line of Lot 11 and its westerly prolongation a distance of 660 feet more or less to a point on the North/South One-Quarter (1/4) line of Section 35; thence North 0°04'56" East along said One-Quarter (1/4) line a distance of 5.99 feet more or less; thence North 89°33'38" West a distance of 20 feet to the northeast comer of Lot 12, Block 10, Amended Mayfair Tract No. 2, as shown by map thereof in Book 2 of Plats, page 47 as recorded in the Office of the County Recorder of Clark County, Nevada; thence continuing North 89°33'38" West along the North line of said Lot 12 and its westerly prolongation a distance of 775.45 feet to the northwest corner of Lot 1, Block 10 of said Tract; thence continuing North 89°33'38" West a distance of 50 feet more or less to the northeast comer of Lot 4, Block 7 Amended Mayfair Tract No. 2 aforementioned; thence continuing North 89°33'38" West along the North line of said Lot 4 and its westerly prolongation a distance of 258.28 feet to the northwest comer of Lot 1, Block 7 of said Tract No. 2; thence South 79°07'36" West a distance of 59.99 feet to the northeast comer of Lot 13, Block 4, Amended Mayfair Tract No. 2; thence North 89°33'38" West along the North line of said Lot 13 and its westerly prolongation a distance of 639.65 feet to the northwest corner of Lot 24, Block 4 of said Tract; thence continuing North 89°33'38" West a distance of 25 feet more or less to a point on the centerline of 16th Street; thence southerly along said centerline a distance of 193.96 feet more or less to a point on the South line of the Southwest One-Quarter (SW¼) of Section 35, Township 20 South, Range 61 East, said point also being on the centerline of East Char­leston Boulevard; thence North 89°33'38" West along the South line of the Southwest One- Quarter (SW¼) of Section 35 and said centerline a distance of 450'feet more or less to the intersection of the centerline of 15th Street South and East Charleston Boulevard; said point also being the northwest corner of the Northeast One-Quarter (NE¼) of the Northwest One-Quarter (NW¼) of Section 2, Township 21 South, Range 61 East, M.D.B. & M., the point of beginning. SECTION 2. That that portion of East Charleston Boulevard hereinafter more particularly described shall be improved by grading and constructing thereon an oil bound gravel pavement and by constructing on both sides of said street concrete curbs, gutters, and concrete valley gutters on certain portions where said improvements are missing, and installing sidewalks and street lighting along the same, together with such appurtenances as may be required, as more particularly shown by the plats, diagrams and plans of the work and locality to be improved now on file in the office of the City Clerk of the City of Las Vegas. SECTION 3. That the street which the Board proposes to so have improved, is the following: EAST CHARLESTON BOULEVARD from the Westerly line of 15th Street to Westerly line of Fremont Street excluding therefrom the frontage of Lots 11, 12, 13, 14, 15, 16, 17, Block 8, Crestwood Tract No. 5. SECTION 4. That the entire cost and expense of making said improvements, includ­ing all incidental expenses which may be legally included in the sums assessed, including, without limiting the generality of the foregoing, the cost of surveys, plans, assessments, the costs of construction, and the fees and compensation properly charged in the work of making special assessments, shall be defrayed by special assessments made according to benefits against the owners and the assessable lots, premises and property specially benefited by such improvements and included within said District proportionately to the benefits received. The entire cost and expense of making said improvements are deemed to be $163,621.46 and the total of the special assessments so levied shall be in that amount. SECTION 5. That in no case shall the amount of any special assessment upon any such lot or premises exceed 100% of the value of such lot or premises as shown upon the latest tax list or assessment roll for State and County taxation, but such cost in excess of 100% shall be borne by the City of Las Vegas and paid out of the General Fund. SECTION 6. That the County Assessor of the County of Clark and State of Nevada, the Acting Ex-Officio City Assessor of the City of Las Vegas, Nevada, shall prepare, and is hereby empowered, authorized and directed to make forthwith, an assessment roll in the manner provided by the Charter of the City of Las Vegas, Nevada, and shall assess each lot and parcel of land embraced within the aforementioned Special Assessment District, with such relative portion of the whole amount to be levied in said district, as shall be proportionate to the estimated benefit resulting to such lot or parcel of land from the improvement. SECTION 7. That when said Ex-Officio City Assessor shall have completed the assessment, he shall report the same to the Board of Commissioners of the City of Las Vegas. Such report shall be signed by him and made in the form of a certificate endor­sed on the assessment roll, which certificate shall be in the form prescribed by the Charter of the City of Las Vegas.
